To order the Department of Health, the Department of Family and the Department of Education to carry out a statistical study on how many people have been diagnosed with the condition of autism in Puerto Rico who receive services from these Departments and for the creation of a permanent registry, for those purposes.

To add a paragraph (l) to Article 8 of Act No. 209-2003, as amended, known as the Puerto Rico Institute of Statistics Act, for the purpose of providing that the Board of Directors shall have as part of its duties and powers the authority to adopt ethical standards applicable to any person who works in the statistical units of government agencies or who advises, intervenes or collaborates with the Statistical Production Service of the Commonwealth of Puerto Rico; and for other purposes.

To add a new Article 519 to Act No. 4 of June 23, 1971, as amended, known as the “Puerto Rico Controlled Substances Act”, for the purpose of maintaining a record and statistics of persons intervened and processed for the possession and/or distribution of controlled substances specifying the age, neighborhood, profession, education and marital status of the person intervened or processed and the controlled substance or substances and their respective quantity or quantities for which they were intervened, processed or being prosecuted criminally to a person.

To implement the Plan to Quantify Unpaid Work in Puerto Rico; create the Special Committee to Quantify Time Use in Puerto Rico; order the Committee to carry out a Time Use Survey; establish the functions, purpose and composition of the Committee; and order the Committee to quantify the magnitude of unpaid work, analyze the gender disparity in participation in unpaid work, study demographic and social variables that affect the disparity of participation in unpaid work, and quantify the value of unpaid work within the Gross National Product.
