‍To order the Puerto Rico Senate's Commission for the Development of Community Initiatives to conduct research into the functions of the “Puerto Rico Substance Use and Abuse Observatory”, attached to the Administration of Mental Health and Addiction Services (ASSMCA), the current scope of its statistical compilation and its use for public policy formulation. This legislative research must include an analysis of the need and viability of reconfiguring this program to establish a “Drug Observatory” as a multidisciplinary entity with the function of integrating, analyzing and disseminating up-to-date information on drug consumption and trafficking in Puerto Rico and related crimes in a way that allows a better understanding of this social phenomenon and contributes to the formulation and implementation of policies, decision-making, design and evaluation of programs and projects.

To establish public policy to recognize the projected demographic challenge as a meritorious of the highest priority for the allocation of economic, technological and intellectual resources; to appoint a Multisectorial and Multidisciplinary Committee of government, academia, and private enterprise to outline a comprehensive and comprehensive work plan to address this challenge; to appoint an Interagency Population Board; to designate the Planning Board as the central government agency for the development of the work plan aimed at addressing the problem demographic; and for other related purposes.

Para establecer el reconocimiento oficial de la Lengua de Señas Puertorriqueña (LSP) como la lengua natural de la comunidad sorda en Puerto Rico, establecer como política pública la garantía a la inclusión, la diversidad y el respeto a los derechos lingüísticos de todas las personas, mandatar un censo dirigido a recopilar información estadística sobre la comunidad sorda en Puerto Rico, y para otros fines relacionados.
