To amend Article 14 of Law 209-2003, as amended, known as the “Puerto Rico Institute of Statistics Act”, to provide that the civil actions contemplated by this law may be brought into force in the event of non-compliance by government bodies with obligations related to statistical activities, the preparation of the statistical product or publication of statistical reports, as required in their organic laws, regulations or special laws; incorporate a technical correction in paragraph (1) of said article; and for other purposes.

To order the Labor, Veterans Affairs and Human Resources Committee of the Senate of Puerto Rico to carry out extensive research in relation to the growth of the migratory phenomenon of Puerto Rican compatriots who move to the United States, representing for the Island a great flight of talent that could contribute significantly to the economic and professional field of Puerto Rico; to identify the factors that have caused the failure of the programs implemented by the past administration to prevent the growth of this migratory phenomenon and the presentation of new strategies to retain on our Island the greatest resource we have, the human resource.

To establish by law the creation of the Foreign Trade Board, which will be responsible for designing a strategic foreign trade plan that includes the use of those resources and programs provided by the federal government of the United States and the agencies of the Government of the Commonwealth. This Board will be attached to the Department of Economic Development and Trade.
