Date: July 17, 2025R. de la C. 138: To order the Committee on Women's Affairs of the House of Representatives of Puerto Rico to conduct research on any matter related to the full development of women in society, aimed at guaranteeing and expanding opportunities for women to have access to personal, occupational and professional training and training processes; promote concrete actions aimed at significantly improving the living conditions of women in their communities; achieving true equality, by promote, disseminate and execute a public policy of true gender equity; the legal and constitutional rights of women and their situation or status in society in legal, economic, political and social aspects; discrimination against women or possible violation of their legal and constitutional rights; femicides; the needs of single mothers and their families, of young women who, for reasons of violence, premature pregnancy or economic circumstances, among others, choose to abandon their studies, of women who because of abuse or divorce require a secure roof, professionals who require government support for the care of their sons and daughters and access to employment opportunities and business activities and those who require adequate access to sexual and reproductive health, prenatal, childbirth and post-partum services; and for other related purposes.

To amend Articles 3, 5, 8 and 16 of Law No. 10 of June 18, 1970, as amended, known as the “Puerto Rico Tourism Company Act”, for the purpose of changing the structure and composition of the Board of Directors of the Tourism Company, allowing the Tourism Company to require its hostels endorsements [sic] to provide necessary statistical information and to regulate, investigate, intervene and impose fines in all activities related to nautical tourism, to make the promotion of training more flexible our citizens through hotel and tourism schools at a vocational and/or specialized level, to make public viewing processes more flexible in regulatory processes, to re-list their items correctly, to clarify provisions; and for other purposes.

To amend articles 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 16, 17, 18, 19, 20, 22, 23, 24, 25, 26, 27; and to add a new article 19A to Act No. 134 of June 28, 1969, as amended, known as the “Puerto Rico Explosives Act”, with the purpose of establishing a modern, agile and harmonized regulatory framework for manufacturing, use, possession, storage, sale, transfer and disposal of explosives and regulated substances; restructure the pricing scheme to reflect actual costs associated with the issuance of permits, supervision, inspection and oversight operations; and for other related purposes.

To amend Article 5 of Law 143? 2014, “Protocol Act to Ensure Effective Communication Between the Security Components of the Commonwealth of Puerto Rico and the Criminal Justice Information System”, to include the Executive Director of the Puerto Rico Statistics Institute as a member of the Intergovernmental Committee on the Criminal Justice Information System; and for other necessary and related purposes.
