To amend articles 2, 3, 4 and 5, add new articles 5-A and 5-B, and amend articles 6, 8, 11, 12, 13, 16 and 20 of Law 209-2003, as amended, known as the “Puerto Rico Institute of Statistics Act”, in order to inventory and consolidate in its Organic Law, those other duties and functions, which were conferred on it by various additional laws; to make technical corrections, in consideration of the current rule of law; repeal Law 190-2007 and Law 33-2018; and for other related purposes.

To amend Articles 3, 4, 5, 6, 8, 11, 13 and 21, add a new Article 22 and renumber Article 22 as Article 23 of Law 209-2003, as amended, known as the “Puerto Rico Institute of Statistics Act”, for the purpose of making technical amendments; providing that the Institute of Statistics of Puerto Rico may request, accept and receive donations; establish that the sums collected by this concept may be used to defray the operating and operating expenses of the Institute and the statistical activities that the Institute to determine; provide for the power of the Board of Directors of the Institute to approve the acquisition of equipment, materials and services whose value exceeds one hundred thousand ($100,000) dollars; provide that the Board of Directors shall have as part of its duties and powers the authority to adopt the ethical standards applicable to any person who works in the statistical units of government agencies or who advises, intervenes or collaborates with the Statistical Production Service of the Commonwealth of Puerto Rico; clarify the obligations of government agencies regarding the submission of statistical information to the Institute; to provide that the Governor will include in the model budget the calculations for the current expenses of that Institute, without reviewing them, to guarantee its fiscal stability; create the Program of Academies and Workshops of the Institute of Statistics of Puerto Rico; establish a certification system for continuing education as a requirement for occupying and remaining in a position or position, or offering external consulting or advice; ordering the Institute to prepare the forms necessary for notification by government agencies, and for other related purposes.

To order the Committee on Economic Development, Small Businesses, Banking, Commerce, Insurance and Cooperativism of the Senate of Puerto Rico to conduct an exhaustive investigation into the implementation, compliance and results of laws, programs and public policies aimed at economic development in Puerto Rico; to listen to the granting of incentives to young entrepreneurs, local industries, investments, industrial development, the insurance sector; to scrutinize trade, its local development and exchange with the outside world; evaluate the support for sectors such as microentrepreneurs, small and medium-sized enterprises; investigate local and international banking and the performance of the banking system; study the current conditions of cooperatives and the insurance industry in Puerto Rico; study the performance of government entities that oversee or promote the development of financial institutions in Puerto Rico; examine the inclusion, development or encouragement of cooperatives in areas such as agriculture, energy, housing, industry and workers, among others; enquire about issues related to the business development of small and medium-sized businesses, including training programs, direct technical advice and financing, as well as new business opportunities and competitiveness; and review any other issue that allows defining, implementing, directing, managing, supervising, establishing and enacting public policy on any issue aimed at sustainable and cutting-edge economic development for Puerto Rico.
