To order the Department of Family Affairs, in coordination with the Planning Board, the Institute of Statistics and the Office of Preparedness and Coordination of Public Health Response (OPCRSP) of the Department of Health of the Government of Puerto Rico, to carry out a special census on the vulnerable population of Puerto Rico, as defined in the study prepared by George Washington University after the devastating hurricane Maria, the result of which must be submitted to the Legislative Assembly on or before January 30, 2019; and for others related purposes.

To amend Articles 2, 3, 5, 7, 8, 11 and 58 of Law 246? 2011, known as the “Child Safety, Welfare and Protection Act”, with the purpose of adding “human trafficking” in any of its forms as one of the forms of child abuse contemplated as public policy in this law; adding “human trafficking” as one of the definitions of child sexual abuse; including “human trafficking” as part of the definition of mistreatment and institutional abuse; defining the conduct or concept of “human trafficking”; including prevention against human trafficking as an obligation of both the family such as the State; include human trafficking as one of the instances in which the Department of Justice and the Puerto Rico Police must carry out joint investigations when cases of abuse are referred to or presented; include cases of human trafficking in the Central Register of Protection Cases; include, within the responsibilities of the Department of the Family with regard to
