To add a new paragraph (l), and to redesignate the current paragraph (l), as (m), in Article 8 of Law 76‐2013, known as the “Law of the Attorney for the Elderly of Puerto Rico”, in order to add new functions and duties to the Office of the Attorney for the Elderly, in response to the dramatic increase in grandparents raising grandchildren; and for other related purposes.

To establish the new “Puerto Rico Minimum Wage, Vacation and Sick Leave Act”, in order to allow the state minimum wage in Puerto Rico to prevail over the federal minimum wage the higher it is; create the Minimum Wage Evaluation Board attached to the Department of Labor and Human Resources, to establish its powers and composition; to provide protection for workers in local companies not covered by the Federal Fair Labor Standards Act of 1938; to establish everything related to vacation and sick leave ; empower the Secretary of Labor and Human Resources to implement this Act; repeal Act 180-1998, as amended; and for other related purposes.

To establish the obligation of all private schools as a prerequisite for obtaining or renewing their license to operate within the jurisdiction of the Commonwealth of Puerto Rico to submit evidence of having submitted the Statistical Data Form to the Puerto Rico Board of Education, which is submitted annually to private schools in Puerto Rico to be completed by them; establish the obligation to the State Office for Head Start Collaboration (OECHS) of the Office of the Governor of Puerto Rico; require that once they are once both the Public and Private School Profile and the Head Start Program Information Report (PIR) are completed, be sent both to the Puerto Rico Institute of Statistics and to the Secretaries of the House of Representatives and the Senate of Puerto Rico; and establish the obligation of the Department of Education to annually submit a Report to the House of Representatives and the Senate of Puerto Rico from the informatics
