To amend Article 2; add Article 2A; amend Article 3; add an Article 3A; amend Article 4; add Articles 4A, 4B, 4C, 4D and 4E; amend Article 5; add Articles 5A, 5B and 5C; amend Articles 6, 7, 8 and 9; and add Articles 9A, 9B and 11A to Law 141-2019, as amended, known as the “Transparency and Expedited Procedure for Access to Public Information Act”; and repeal Act 141-2019, as amended, known as the “Transparency and Expedited Procedure for Access to Public Information Act”; and to repeal Act 141-2019 122-2019, known as the “Open Data Act of the Government of Puerto Rico”, in order to incorporate definitions into the referred to Law 141-2019; reduce exceptions for the denial of public information in the face of confidentiality claims that may be raised by governmental entities; establish that the Puerto Rico Institute of Statistics will be the entity responsible for implementing the public policy for access to public information; creating the position and duties of the Coordinator of Access to Public Information of the Government of Puerto Rico; assigning new functions to Information Officers, and that one of these be the head of the entity's statistics unit governmental; shorten the terms for Information Officers to deliver public information requested by citizens; amend the review appeal; impose administrative sanctions; allocate funds; and for other purposes.

To amend Article 6 of Law 209? 2003, as amended, in order to provide that the Institute of Statistics of Puerto Rico may request, accept and receive donations, and to set and collect reasonable fees for obtaining the information and studies that originate, analyze or disclose by the Institute; that the sums collected for this purpose will be entered into a special account called “Special Fund of the Institute of Statistics of Puerto Rico”, which may be used to defray the operating and operating expenses of the Institute and the statistical activities that the Institute determine; amend Article 8 of the above-mentioned Act No. 209? 2003, to establish that the Board of Directors of the Institute has the power to approve the acquisition of equipment, materials and services whose value exceeds one hundred thousand ($100,000) dollars; and to amend Article 11 of the aforementioned Law 209? 2003, for...

To order the Committee on Economic Development, Small Businesses, Banking, Commerce, Insurance and Cooperativism of the Senate of Puerto Rico to conduct an exhaustive investigation into the implementation, compliance and results of laws, programs and public policies aimed at economic development in Puerto Rico; to listen to the granting of incentives to young entrepreneurs, local industries, investments, industrial development, the insurance sector; to scrutinize trade, its local development and exchange with the outside world; evaluate the support for sectors such as microentrepreneurs, small and medium-sized enterprises; investigate local and international banking and the performance of the banking system; study the current conditions of cooperatives and the insurance industry in Puerto Rico; study the performance of government entities that oversee or promote the development of financial institutions in Puerto Rico; examine the inclusion, development or encouragement of cooperatives in areas such as agriculture, energy, housing, industry and workers, among others; enquire about issues related to the business development of small and medium-sized businesses, including training programs, direct technical advice and financing, as well as new business opportunities and competitiveness; and review any other issue that allows defining, implementing, directing, managing, supervising, establishing and enacting public policy on any issue aimed at sustainable and cutting-edge economic development for Puerto Rico.
