To amend Article 21 of Act No. 209-2003, as amended, known as the “Puerto Rico Statistics Institute Act”, to provide that the Governor will include in the model budget the calculations for the current expenses of that Institute, without reviewing them, to guarantee its fiscal stability, in harmony with the autonomy granted to him by law; and to establish the validity of the Act.

To promote economic development by establishing the Public Policy for Science, Technology and Innovation of the Commonwealth of Puerto Rico, define the implementation of such Public Policy; amend paragraph (a) of Article 3 of Law 214? 2004, better known as the “Law to Create the Puerto Rico Science, Technology and Research Trust”, as amended, and for other related purposes.

To order the Department of Health, the Department of the Family, the Department of Labor and its Vocational Rehabilitation Administration and the Department of Education, in coordination and under the standards adopted by the Puerto Rico Statistics Institute created under Act No. 209 of August 28, 2003, as amended, to carry out a statistical study on how many people have been diagnosed with the condition of autism in Puerto Rico who receive services from these Departments and for the creation of a permanent registry, to those ends.
