To add an Article 9.1 to Act No. 121 of July 12, 1986, as amended, known as the “Act to Establish Public Policy and the Bill of Rights for the Elderly in Puerto Rico”, for the purpose of authorizing a financial institution to withhold the disbursement of funds from an account belonging to an elderly person when it has knowledge or suspicion that such person is a victim of financial exploitation, and to require that they report the withholding due to knowledge or suspicion of such a case.

To order the Committee on Women's Affairs of the Senate of Puerto Rico to conduct research and analysis on the stigma, discrimination and invisibility of adult women over sixty years of age in Puerto Rico and how the intersection of ageism and sexism affects their well-being, rights, and opportunities in the emotional, social, family, legal, financial and health spheres, as well as the services available by government agencies and non-profit and private entities.

To order the Commissions on Social Welfare and Old Age Affairs; and on Education, Tourism and Culture to conduct an exhaustive investigation into compliance with Laws 136-1996, 80-2002, 181-2014, 78-2018, 173-2018, 174-2018, 174-2018 and 266-2018, by all public agencies of the Government of the Commonwealth of Puerto Rico. They should also investigate whether the Puerto Rico Statistics Institute, in accordance with its enabling law, Act 209-2003, collects and analyzes data related to the number of people in Puerto Rico who are trained in sign languages.
