To order the Finance, Federal Affairs and Fiscal Oversight Board of the Senate of Puerto Rico to conduct an exhaustive investigation, of an ongoing nature, on the administration, use and expenditure of public funds allocated and administered by the public agencies and instruments of the Commonwealth of Puerto Rico, as well as the execution and compliance of the strategic plans of each public instrument; in order to evaluate whether the economic resources provided to the agencies and instruments to meet the needs of citizens and to be able to determine if it is necessary to take legislative or administrative measures that promote efficient functioning and ensure the adequate budget of public agencies and instruments for the benefit of citizens.

To amend Article 5 of Law 3-2017, known as the “Act to Address the Economic, Fiscal and Budgetary Crisis to Ensure the Functioning of the Government of Puerto Rico”, in order to guarantee the autonomy of the Puerto Rico Statistics Institute in compliance with Law 209-2003, as amended.

To order the Puerto Rico Institute of Statistics to conduct a study on the cost of medical practice in Puerto Rico in order to provide data to justify before the Centers for Medicare & Medicaid Services (CMS) the need for an adjustment in payments to healthcare providers under the Medicare Fee Schedule; and for other related purposes.
