To order the Commissions on Human Rights and Labor Affairs; and on Municipal Affairs and Housing of the Senate of Puerto Rico to conduct an investigation from a human rights perspective on the housing conditions of the population of Puerto Rico, including, but not limited to, families living in informal or illegal housing; the risks they face in terms of physical security in their home and possible loss of their home; how other human rights such as access to water and health are affected as a result of the above; the legal, financial and programmatic alternatives available for families to obtain their own homes; and any other mechanism that seeks to guarantee the human right to decent and safe housing for all people living in the archipelago of Puerto Rico.

To add a new paragraph (l), and to redesignate the current paragraph (l), as (m), in Article 8 of Law 76‐2013, known as the “Law of the Attorney for the Elderly of Puerto Rico”, in order to add new functions and duties to the Office of the Attorney for the Elderly, in response to the dramatic increase in grandparents raising grandchildren; and for other related purposes.

To amend subparagraphs (f) and (m) of Article 5 of Act No. 209 of August 28, 2003, as amended, known as the “Puerto Rico Institute of Statistics Act”, to provide that as part of the annual report that the Institute must submit to the Legislative Assembly and the Governor, in relation to its efforts during the previous year, it will include specific and detailed information on the progress of updating the Inventory of Statistics of the Government of Puerto Rico; and to keep up to date a reliable system of statistics related to school dropout.
