To amend Article 8.2; add a new Article 8.6; and renumber subsequent articles of Act No. 161-2009, Puerto Rico Permit Process Reform Act, as amended, in order to incorporate and establish the mandatory nature of regional economic impact studies; establish their content and parameters; and for other purposes.

To create the “Financial Transparency Act of the Government of Puerto Rico”, with the purpose that all agencies of the Government of Puerto Rico, public corporations and municipalities, sign a collaborative agreement with the Puerto Rico Institute of Statistics to join its financial transparency platform; and for other related purposes.

To create the “Act on Incentives for Hiring People with Functional Diversity in the Private Sector” and to establish a system of tiered tax incentives to promote the hiring, retention and development of people with functional diversity in the private sector, as well as to promote accessible and inclusive work environments in compliance with the public policy of the Government of Puerto Rico on equity and labor inclusion.
