Conference on the 2020 Census, process, importance and purpose of data

Free admission to Caguas on Thursday, February 27, 2020

Make Puerto Rico count! is an initiative of the Puerto Rico Institute of Statistics to publicize, through an entire day of conferences, the processes of the Decennial Census that is being carried out during this year 2020, the methodology, the importance and the purpose of the data. This will take place on Thursday, February 27, 2020 at the Criollo Center for Caribbean Science and Technology in Caguas from 9:00 a.m. to 4:00 p.m. Admission is free and includes lunch and poster presentation.

“The census is much more than just a count of people. It provides us with an image of our society that is useful and necessary in decision-making, in effective planning and in the distribution of funds, among other actions. In addition, it helps us to see how our communities have changed over time,” said Alberto L. Velázquez-Estrada, Manager of Statistical Projects at the Puerto Rico Institute of Statistics.

With the participation of census data experts and key field operations personnel from the U.S. Census Bureau, topics related to the census operation and the importance of official population enumeration will be presented, which is considered a unique opportunity in every decade. The topics to be presented are: Decennial censuses and aspects to consider in the current demography of Puerto Rico, by Dr. Judith Rodriguez, former professor of the Graduate Program in Demography of the Medical Sciences Campus of the University of Puerto Rico; Census Operation 2020, by Jeff Behler, director of the New York Regional Office (NYRO) of the U.S. Census Bureau; The Complete Enumeration Committees in Puerto Rico, by Giselle Laffitte, partnership specialist (NYRO) of the U.S. Census Bureau; and Visualization of census data, by the Mr. Gerson Vázquez from Data Viz CMLSO Specialist.

In the same way, the activity will present the panel: Use and relevance of census data for public policy and research, with the participation of Dr. María E. Enchautegui Román from the Youth Development Institute, Dr. Viviana De Jesús Monge from the University of Puerto Rico Rio Piedras campus and Medical Sciences campus, demographer Raúl Figueroa, and planner Yoel Velázquez from Albizu University.

“During the past decade, Puerto Rico experienced a variety of economic, social and natural situations, whose impact and consequences will undoubtedly be reflected in this 2020 Census. This is why it is important to educate ourselves on this topic, so that, when the time comes, an informed analysis of the results can be made. At the Institute, we are 100% committed to the work of the Census,” said the Acting Executive Director of the Institute of Statistics of Puerto Rico, Dr. Orville M. Disdier.

New system improves speed and effectiveness when answering

Questions from citizens about statistical data

In order to automate and improve the speed and effectiveness of the processes for answering citizens' questions on statistical issues, the Statistics Institute of Puerto Rico developed a new version of the system for answering questions. This new procedure allows managers and assistants of the Institute to see in real time the questions sent by citizens and to speed up the way they answer those questions. Through the tool of Google Analytics, the system allows us to know important aspects such as: demographic data, geographical data, if the user used a computer or a cell phone, the browser or Browser used, the company of Internet, among others.

“Using this new system, we will better know how long it took us to answer questions, what topics are most common among citizens and what resources were required to answer them. In addition, the tool makes it possible to generate quality control metrics, allowing the Institute to streamline processes, make better use of time, human resources and, consequently, public funds,” said Dr. Orville M. Disdier, acting executive director of the Puerto Rico Institute of Statistics.

Statistics collected on seismic activity in Puerto Rico

Data includes socio-demographic characteristics of the affected areas

The Puerto Rico Statistics Institute announced that they added a new section to their graphics portal with information related to seismic activity that has been reported in Puerto Rico since December 2019. The information is contained in a panel that is updated weekly and includes seismic activity (events, magnitude, maps), sociodemographic characteristics of the affected areas, earthquake preparation guides and telephone numbers by area of the Negotiated for Emergency Management and Disaster Management (NMEAD).

“As part of our mission, we have been working and are continuing to update this new section in order to provide and make available the statistical aspects related to the seismic activity we are experiencing in Puerto Rico. As part of this process, we address data related to the social and demographic profile of the areas where earthquakes are recorded. We trust that these data will help all professionals involved in the reconstruction of the areas,” said Dr. Orville M. Disdier, acting executive director of the Puerto Rico Institute of Statistics.

Lack of people certified in libraries to provide technological assistance to people with disabilities

The data comes from a study carried out by the Puerto Rico Institute of Statistics.

According to the report of the study on inclusive services and technological assistance in libraries in Puerto Rico by the Institute of Statistics of Puerto Rico, 83% of the participating libraries do not have people certified in technological assistance to people with disabilities. Similarly, almost 40% of libraries indicated that they do not have computers or electronic equipment required to comply with a technological assistance program for people with disabilities.

The main objective of Law No. 63 of 2011 is to establish the Inclusive Library Services System for Technological Assistance in all libraries in Puerto Rico. In the same way, this law orders the government to “collect annual statistical data on Inclusive Library Services for Technological Assistance”. Since its approval, the government has not been able to fully comply with this mandate. It is for this reason that the Institute of Statistics of Puerto Rico, in collaboration with the Technological Assistance Program of the University of Puerto Rico (PRATP), designed a collection system and a set of data so that the Government of Puerto Rico has the capacity to collect, analyze and disseminate data on the implementation of this law.

The data presented correspond to the calendar year 2019 and includes a sample of the libraries of the University of Puerto Rico system, private universities, higher education institutions and municipalities. This is the first report that Puerto Rico has made on statistics related to the implementation of Law No. 63 of 2011

“As a society we must and must guarantee all people access to education and information, and people with disabilities cannot be discriminated against. This study allows us, in addition to complying with the law, to determine where we should make the necessary adjustments to meet the access to information needs of people with disabilities,” said Dr. Orville M. Disdier, lead author of the study and acting executive director of the Puerto Rico Institute of Statistics.

Here are some of the study's most salient findings:

• A total of 36 libraries completed the questionnaire, the largest of them from private universities (39%).
• 36% of participating libraries do not have a plan to implement Act No. 63.
• Most (83%) of participating libraries reported that they do not have people certified in technological assistance.
• Only 8% of participating libraries indicated that the administration has plans to provide training on the use of technological assistance programs and equipment.
• Nearly 40% of participating libraries indicated that they do not have computers or electronic equipment required to comply with a technological assistance program for people with disabilities.
• Although 67% of participating libraries claimed that their library meets the requirements established by the Americans with Disabilities Act (ADA) regarding the accessibility of physical spaces for people with disabilities, all indicated that they do not have official certification for these purposes.
• Among the reasons that participating libraries established for not complying with Act No. 63 of 2011 are: Lack of financial resources, lack of guidance, lack of support from the administration and lack of human resources.

Significant advances in the structure of the Puerto Rico Institute of Statistics

A Strategic Plan that will allow the Puerto Rico Statistics Institute to be a more effective and effective one, the signing of a collaboration agreement with UNA-USA Puerto Rico to generate the first 13 indicators of the Sustainable Development Goals for Puerto Rico, the updating of the section on studies related to Hurricane Maria, as well as offering support and guidance to those interested in applying for job opportunities in the 2020 Census, are some of the advances made by the Statistics Institute of Puerto Rico during this year 2019.

Aware of the responsibility to coordinate the government's statistical production service to ensure that data is reliable and quickly and universally accessible, during this year the institute also completed and presented important publications such as: the Yearbook of the Puerto Rico Education System: 2015-2016, the World Values Survey for Puerto Rico 2018, the Migrant Profile 2017, the Food Security Report for Puerto Rico 2015, and the Student Health and Safety Profile in Puerto Rico: Years 2015-2017. The Puerto Rico Statistics Institute added to the achievements of 2019 to complete the data for the year 2017 of the Puerto Rico Violent Death Surveillance System, which received an excellent score in all quality criteria and ranked number one among the 42 participating jurisdictions.

“It has been a year of great progress for the Puerto Rico Institute of Statistics, because not only are we fulfilling our role of coordinating the production of complete and reliable statistics, but we have also established important alliances with various sectors that allow us to continue advancing our mission, while presenting opportunities to strengthen the research methodologies we carry out. For next year 2020, we will provide continuity with updates to the Puerto Rico Education System Yearbook, the Migrant Profile, and the Student Health and Safety Profile in Puerto Rico, among other products”, said the acting executive director of the Puerto Rico Institute of Statistics, Dr. Orville M. Disdier.
