To order the Integrated Development Commission of the Western Region (Commission) of the House of Representatives of Puerto Rico to carry out a comprehensive study on the living conditions of older people after the onslaught of hurricanes Irma and María; particularly of older people who reside in the western area of Puerto Rico and who are not under the jurisdiction of the Department of the Family.

To establish public policy to recognize the projected demographic challenge as a meritorious of the highest priority for the allocation of economic, technological and intellectual resources; to appoint a Multisectorial and Multidisciplinary Committee of government, academia, and private enterprise to outline a comprehensive and comprehensive work plan to address this challenge; to appoint an Interagency Population Board; to designate the Planning Board as the central government agency for the development of the work plan aimed at addressing the problem demographic; and for other related purposes.

To amend Article 5 of Law 209? 2003, as amended, known as the “Puerto Rico Institute of Statistics Act”, for the purpose of empowering the Institute to develop continuing education initiatives to promote knowledge in the field of data collection and statistics systems, and the public policy established in said law, and to coordinate this initiative with other public and private institutions, including universities in and outside Puerto Rico, the Office of Government Ethics, the Office of the Comptroller, the Federation and Association of Mayors, and for other purposes.
