To establish public policy for access to government information and documentation; to order, organize and regulate real access mechanisms; to establish principles and instruments to guarantee access; to establish the governmental obligation to inform and to educate on the principle and practice of governmental transparency, access to information and documentation and to the mechanisms of how to obtain it; organize and regulate mechanisms for creating records; order the appointment of an Information Officer in each governmental entity; create the position of Public Information Ombudsman; create an Administrative Board to review disputes over violations of this law; schedule a final Judicial Appeal procedure to the decisions of this Board and for other purposes.

To order the Integrated Development Commission of the Western Region of the Puerto Rico House of Representatives to carry out a comprehensive study on street food trucks in Western Puerto Rico, which must include an analysis of the state and municipal regulations that currently apply to this type of business and the feasibility of standardizing the matter in a single statute.

To create the “Law of Transformation to the Tax System of the Commonwealth of Puerto Rico”, also known as the Internal Revenue Code of 2015, for the purpose of establishing a tax system into a simpler, fairer, more effective, broad-based one that is easy to oversee and promotes economic development; to significantly reduce income contribution rates to individuals and corporations; to eliminate sales and use tax; to establish a value added tax; to establish transitional provisions for repeal of Act No. 1-2011, as amended, known as the Puerto Rico Internal Revenue Code of 2011; for other related purposes.
