Utilizando la metodología del Council for Community and Economic Research (en adelante, C2ER), una organización profesional sin fines de lucro dedicada a la investigación sobre el desarrollo comunitario y económico, el Instituto de Estadísticas se encarga de la recopilación de precios de bienes y servicios dentro de las categorías de artículos de supermercado, vivienda, transportación, servicios públicos y misceláneos. Los datos son enviados al C2ER, quienes calculan los precios promedios y los índices para cada una de las categorías, lo cual permite comparar los costos con el costo equivalente en los Estados Unidos. Finalmente, se calcula el Índice de Costo de Vida (COLI), el cual el C2ER lleva preparando desde 1968 para sobre 300 áreas urbanas en los Estados Unidos y al cual Puerto Rico se unió en el segundo trimestre de 2014. La publicación de los precios para los usuarios se hace a través de una calculadora de costo de vida, la cual permite comparar el costo de vida en Puerto Rico versus el de otra ciudad en los Estados Unidos y viceversa. El Índice de Costo de Vida de Puerto Rico incluye precios promedios tres veces al año para las siguiente 56 categorías de productos: ribeye steak, carne molida, salchicha, pollo para freír, atún enlatado, leche entera, huevos, margarina, queso parmesano, papas, guineos, lechuga, pan especial, jugo de china , café, azúcar, cereal de hojuelas de maíz, guisantes verdes, melocotón, toallas faciales, detergente de lavaplatos, aceite extra virgen, comida congelada, maíz tierno entero congelado, papas fritas, refresco, alquiler de apartamento, precio de vivienda, energía total, teléfonía fija, balanceo de gomas, gasolina, visita a un optómetra, visita a un doctor, limpieza dental, ibuprofén, insulina Lantus, hamburger, pizza, pollo frito, recorte de caballero, arreglo de cabello para dama (lavado, secado y recorte), pasta dental, shampoo para el cabello, lavado en seco para etiqueta de caballero, camisa de caballero, pantalón para niño, pantalón para mujer, arreglo de lavadora, suscripción de periodico, cine, bolera, bolas de tenis, servicios veterinarios, cerveza y vino.
