To order the Commissions on Social Welfare and Family Affairs; and for the Development of Community Initiatives of the Senate of Puerto Rico to carry out exhaustive research on programs of the Government of Puerto Rico such as “Back to Life” and the rehabilitation programs in the United States to which the Government of Puerto Rico sends those addicted to controlled substances, the coordination process with these programs, their effectiveness, the number of people who have been sent to the United States, the follow-up given to them and the reason for sending these people out of Puerto Rico, as well as identifying the funds used to finance transportation to other states.

To order the Integrated Development and Public Funds Oversight Commission of the Western Region of the House of Representatives of Puerto Rico to conduct an investigation in relation to the population density in the municipalities of Mayagüez and San Germán, the birth rate compared to other decades and the emigration of people from these towns to other places in Puerto Rico or outside the island; in order to verify if there is depopulation, depopulation or any other phenomenon; if there is, identify governmental or legislative alternatives to prevent population loss in these towns and their communities; and for other related purposes.

To amend Articles 3, 4, 6 and 8 of Law 209-2003, as amended, known as the “Puerto Rico Statistics Institute Act”, for the purpose of updating references to laws that have been repealed and replaced by existing legislation; increasing the threshold for approval of contracts by the Board of Directors; and for other related purposes.
