To order the Committee on Social and Economic Revitalization of the Senate of Puerto Rico to carry out a thorough and comprehensive study, including, an inventory of the tax incentive decrees granted in Puerto Rico, and which are in force, under Act 135-1997, Tax Incentives Act of 1998, Act 73-2008, as amended, Act on Economic Incentives for the Development of Puerto Rico, Act 83-2010, Law on Green Energy Incentives of Puerto Rico, Act 20-2012, Incentives for Export Businesses Services in Puerto Rico, Law 22-2012, New Resident Investor Act, Act 187-2015, the Interagency Validation Portal Act for Granting Incentives for Economic Development in Puerto Rico, and other existing laws that are intended to provide tax incentives, in order to measure their impact on the economy of Puerto Rico compared to their fiscal impact on the coffers of the Government of Puerto Rico.

To order the Puerto Rico Statistics Institute to carry out a formal census, with all the necessary research and scientific guidelines to help clarify the number of deaf people in the country, as well as their peculiarities and language used to communicate.

To amend Articles 6 (i) and 13 of Act No. 209-2003, as amended, known as the Puerto Rico Statistics Institute Act, to provide that the maximum amount to be paid for administrative fines authorized by the Act shall be governed by the provisions on administrative penalties established in Act No. 170 of August 12, 1988, as amended, better known as the Uniform Administrative Procedures Act; and other related purposes.

To amend Article 12.01, and add a new Article 12.14, to Chapter XII of Law 85-2018, as amended, known as the “Puerto Rico Educational Reform Act”, in order to provide that, through the Occupational and Technical Education Program of the Department of Education, schools specialized in developing programs aimed at promoting the transfer of technology to bring scientific and technological discoveries of students to public use, through commercialization, and the protection of property intellectual, which seeks to obtain patents and/or registration of service marks; add a new Section 2100.04 to Law 60-2019, as amended, known as the “Puerto Rico Incentive Code”, for the purpose of creating a so-called “Support Program for Schools Specialized in the Promotion of Technology Transfer and Product Marketing”, which will serve as a source of funding for the development, research and marketing of products generated by students of the mentioned above educational centers; amend articles 3, 4 and 26 of Law 214-2004, as amended, known as the “Puerto Rico Science, Technology and Research Trust Act”, with the purpose of conferring on the said Trust, as well as the Department of Economic Development and Commerce, the responsibility for supporting the development, research and marketing of the products generated by the students of the said schools; and for other related purposes.
