To promote the construction of social interest and middle class housing by setting limits on the imposition of construction taxes on social interest and middle class housing projects; stimulate the construction of social interest and middle class housing projects through new interagency regulations and incorporate mechanisms for measuring the demand and need for social interest and middle class housing; and for other related purposes.

To add a new Article 11.05 to Law 85-2018, as amended, known as the “Puerto Rico Educational Reform Act”, for the purpose of providing for the creation of a so-called “University Alliances Program”, which will have the purpose of authorizing the Secretary of the Department of Education to sign any necessary agreements or collaboration agreements with the University of Puerto Rico, so that the latter, through its students and teachers from the different schools of Education on the campuses of the system, provides mentoring, tutoring and support for students and teaching and non-teaching staff, in tasks related to the care and provision of supplementary services to the student population, in the different schools of the public education system, in order to ensure that remedial aid is obtained for students who are academically lagging behind, provided that such costs are reasonably compared with current prices in the market and that, in effect, they can be provided by the said university institution; repeal Law 47-2019, known as” Public School Student Support Act of the Government of Puerto Rico”; and for other related purposes.
