To order the Commissions on Social Welfare and Old Age Affairs; and on Education, Tourism and Culture to conduct an exhaustive investigation into compliance with Laws 136-1996, 80-2002, 181-2014, 78-2018, 173-2018, 174-2018, 174-2018 and 266-2018, by all public agencies of the Government of the Commonwealth of Puerto Rico. They should also investigate whether the Puerto Rico Statistics Institute, in accordance with its enabling law, Act 209-2003, collects and analyzes data related to the number of people in Puerto Rico who are trained in sign languages.

To adopt the “Law for the Prevention, Protection and Assistance to Victims and Intervention against Human Trafficking”, with the purpose of protecting and helping victims of human trafficking in Puerto Rico; establishing mechanisms for the prevention and prosecution of the crime of human trafficking; creating the Multisectorial Board for the Prevention and Remedies against the Crime of Human Trafficking in Puerto Rico composed of agencies of the Executive, Legislative and Judicial Branch, and non-governmental organizations, to study and monitor the problem of human trafficking in Puerto Rico and, among other things, to propose legislation, regulations and protocols to combat this evil; to enable collaborative agreements between agencies; and to establish terms for delivering reports so that established recommendations can be immediately addressed; to amend Article 7 of Law 183-1998, as amended, known as the “Law for Compensation for Victims of Crime”, in order to...

To amend Articles 2, 3, 5, 7, 8, 11 and 58 of Law 246? 2011, known as the “Child Safety, Welfare and Protection Act”, with the purpose of adding “human trafficking” in any of its forms as one of the forms of child abuse contemplated as public policy in this law; adding “human trafficking” as one of the definitions of child sexual abuse; including “human trafficking” as part of the definition of mistreatment and institutional abuse; defining the conduct or concept of “human trafficking”; including prevention against human trafficking as an obligation of both the family such as the State; include human trafficking as one of the instances in which the Department of Justice and the Puerto Rico Police must carry out joint investigations when cases of abuse are referred to or presented; include cases of human trafficking in the Central Register of Protection Cases; include, within the responsibilities of the Department of the Family with regard to
