To amend Article 2, add a new Article 7 and re-list the corresponding articles of Law 209-2003, as amended, known as the Puerto Rico Institute of Statistics Act, to adopt a Financial Transparency System applicable and enforceable to all governmental bodies of the Government of Puerto Rico, to establish the duties and obligations of government agencies, to establish the powers and responsibilities of the Puerto Rico Statistics Institute, and for other related purposes.

To create the 'Community Capital Program', attached to the Department of Economic Development and Commerce (DDEC), to provide small and medium-sized enterprises (SMEs) and local investors with the training, support and tools necessary to take advantage of the Jumpstart Our Business Startups (JOBS) Act and the corresponding regulations issued by the Securities and Exchange Commission, known as Regulation CF, which make available to SMEs another alternative for raising capital, known as crowdfunding or equity crowdfunding; define the responsibilities of the Secretariat of Economic Development and Trade for the Program; provide for the submission of an Annual Report on the Program's performance; and for other related purposes.

To order the Social Welfare and Aging Affairs; and Life and Family Committees of the Puerto Rico Senate to conduct an investigation into child abuse in Puerto Rico, including, but not limited to: handling complaints of child abuse and the services provided to victims by the Department of the Family, the Department of Health, the Department of Education, the Puerto Rico Police and the Department of Justice; the methodology and collection of child abuse statistics in Puerto Rico used by government agencies such as: the Department of the Family, the Puerto Rico Police, the Puerto Rico Institute of Statistics; examine the processes for updating and reliability of statistics and government efforts for the prevention of child abuse.
