To amend Article 2, add a new Article 7 and re-list the corresponding articles of Law 209-2003, as amended, known as the Puerto Rico Institute of Statistics Act, to adopt a Financial Transparency System applicable and enforceable to all governmental bodies of the Government of Puerto Rico, to establish the duties and obligations of government agencies, to establish the powers and responsibilities of the Puerto Rico Statistics Institute, and for other related purposes.

To create a State Register of Services for Older Adults; establish who will be registered in it, their duties and obligations; provide for the availability of information and notification to the community; empower the Office of the Attorney for the Elderly to adopt the necessary regulations; allocate funds necessary for the implementation of the Registry; and for other purposes.

To create the “Law on the Registration of Trusted Positions”, for the purpose of establishing that all departments, agencies, corporations and instruments of the Government of Puerto Rico, its municipalities, the Legislative Assembly and the Judicial Branch keep a record of positions of trust and send information on the name, academic preparation, work and salary, compensation and any additional emoluments.

To order the Government Committee of the Senate of Puerto Rico to carry out a comprehensive investigation into the management of the Government of Puerto Rico and its instrumentalities in the preparation of the 2020 Census, evaluate the results of the tests carried out, and evaluate the initiatives taken by all its instruments to proactively address the challenges presented to us by the dramatic decline in population that occurred after the passage of Hurricane María and in the management and use of census information.
