To amend Articles 2, 3 and 4 of the Act. No. 134 of June 28, 1969, as amended, known as the “Puerto Rico Explosives Act” for the purpose of expanding the definition of the term “explosive or explosives”; establishing as a mandatory requirement the approval of a management and use course for the application and granting of permits; renumbering paragraphs; and for other related purposes.

To amend Act 209? 2003, as amended, known as the “Puerto Rico Institute of Statistics Act”, for the purpose of adding new Articles, 13, 14 and 15, amending current Articles 4 and 6, renumbering Articles 13, 14, 15, 16, 17, 18 and 19 as Articles 16, 17, 18, 19, 20, 21 and 22, so as to ensure the proper management of statistics in the Government of Puerto Rico and promote their dissemination; recognize additional powers to the Institute of Statistics and establish new obligations for government bodies; and for other related purposes.

To direct the Department of Health to conduct, in collaboration with the Puerto Rico Institute of Statistics and the Graduate School of Public Health of the Medical Sciences Campus of the University of Puerto Rico, a prevalence study to determine the statistical incidence of autism spectrum disorders in Puerto Rico.
