To amend Article 3 of Law 209-2003, as amended, known as the Puerto Rico Institute of Statistics Act, and to amend Article 12,001 of Law 78-2011, as amended, known as the Electoral Law of the Commonwealth of Puerto Rico, to exclude the Puerto Rico Statistics Institute from the application of certain provisions of Article 12,001 of Law 78-2011, and from laws from which the Office of Government Ethics is excluded, with the objective of granting the Institute operational autonomy, administrative and fiscal requirements you need to continue to fully carry out your duties and responsibilities, and for other related purposes.

To establish the “Law for the Care of Students with Epilepsy in Public and Private School Institutions in Puerto Rico”; to outline the processes that schools must follow to manage epileptic seizures; to ensure the provision of reasonable accommodations to students with epilepsy; to prohibit discrimination based on the diagnosis of epilepsy; and to enact other complementary provisions.

To create the 'Community Capital Program', attached to the Department of Economic Development and Commerce (DDEC), to provide small and medium-sized enterprises (SMEs) and local investors with the training, support and tools necessary to take advantage of the Jumpstart Our Business Startups (JOBS) Act and the corresponding regulations issued by the Securities and Exchange Commission, known as Regulation CF, which make available to SMEs another alternative for raising capital, known as crowdfunding or equity crowdfunding; define the responsibilities of the Secretariat of Economic Development and Trade for the Program; provide for the submission of an Annual Report on the Program's performance; and for other related purposes.

To create the “Law on the Registration of Trusted Positions”, for the purpose of establishing that all departments, agencies, corporations and instruments of the Government of Puerto Rico, its municipalities, the Legislative Assembly and the Judicial Branch keep a record of positions of trust and send information on the name, academic preparation, work and salary, compensation and any additional emoluments.
