To amend paragraph (d) of Article 8 of Law 78? 2013, known as the “Law of the Attorney for Persons with Disabilities of the Commonwealth of Puerto Rico” for the purpose of expressly including within the duties and responsibilities of that office the creation of an Integrated Labor Compliance System, which will serve as a continuous instrument for monitoring and adjusting public policy, programs, benefits, resources, incentives and services for people with disabilities in the area of employment and in business, commercial, cooperative opportunities and related economic activities, public or private; as well as for other purposes.

To amend Act 209? 2003, as amended, known as the “Puerto Rico Statistics Institute Act”, for the purpose of adding new Articles 2, 13, 14 and 15, amending current Articles 2, 4 and 6, and renumbering current Articles 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, as Articles 3, 4, 5, 6, 7, 8, 9, 10, 11, 12 and 13; renumber Articles 13, 14, 15, 16, 17, 18 and 19 as Articles 16, 17, 18, and 19 19, 20, 21 and 22, and to establish a public policy in the law that guarantees the proper management of statistics in the Government of Puerto Rico and promotes their dissemination, establish new definitions in the law; grant additional powers to the Institute of Statistics and establish new obligations for government agencies; and for other related purposes.

To amend Article 13 of Law 209-2003, as amended, known as the “Puerto Rico Institute of Statistics Act”, for the purpose of ordering all governmental entities of the Government of Puerto Rico, municipalities and public corporations to make all their financial information available to citizens on the official website of the Institute of Statistics, in compliance with the public policy of transparency and openness of information; validity and; for other related purposes.

To order the Puerto Rico Senate Health Commission to conduct an investigation into the uniformity in the application of immunity and the establishment of a cap on claims for medical malpractice exclusively in cases of negligence in Puerto Rico, considering the differences in the legal protection granted to doctors under the jurisdiction of the Industrial Commission compared to those who practice with or without privileges in private medical facilities, in order to identify mechanisms that contribute to the retention of the medical profession on the Island.
