To amend Articles 2, 3, 5, 7, 8, 11 and 58 of Law 246? 2011, known as the “Child Safety, Welfare and Protection Act”, with the purpose of adding “human trafficking” in any of its forms as one of the forms of child abuse contemplated as public policy in this law; adding “human trafficking” as one of the definitions of child sexual abuse; including “human trafficking” as part of the definition of mistreatment and institutional abuse; defining the conduct or concept of “human trafficking”; including prevention against human trafficking as an obligation of both the family as of the State; include human trafficking as one of the instances in which the Department of Justice and the Puerto Rico Police must carry out joint investigations when cases of abuse are referred to or presented; include cases of human trafficking in the Central Register of Protection Cases; include, within the responsibilities of the Department of the Family...

To establish as public policy the formulation of continuous and recurrent ten-year education plans, with broad citizen participation, that give direction and link, starting from the decade 2014-2024, the Department of Education, the Puerto Rico Council of Education and other related agencies; to establish mechanisms and structures for broad citizen participation for the formulation and approval of the same; to adopt the initial proposal of thematic axes that emerge from citizen forums, transsectoral dialogues and the Working Table, which will be object of consultation, discussion and citizen deliberation; creating the Transsectoral Commission for the Ten-Year Education Plan (CTPDE), an entity responsible for facilitating citizen consultation and deliberation processes, as well as designing, convening and directing the General Assembly of the Ten-Year Education Plan; providing for the Proclamation and implementation of ten-year plans; allocating budget for the consultation, deliberation and formulation of plans.

For the formulation of a proposal to establish the Puerto Rico Ten-Year Education Plan, which embodies citizen participation as a complementary mechanism for the creation of public policy of the Department of Education of the Commonwealth of Puerto Rico, the Puerto Rico Council of Education and other public agencies and instruments related to public education in the country; to provide for the mechanisms and structures for the processes of consultation, deliberation, creation and development of the Puerto Rico Ten-Year Education Plan Rico; to establish the Puerto Rico Ten-Year Education Plan Cross-Sectorial Commission, define its composition, functions, obligations and validity; to establish the Advisory Committee for the Puerto Rico Ten-Year Education Plan, define its composition, functions, obligations and validity; and for other purposes.
