Statistics Institute asks government agencies

information stipulated by law

Statistical information was requested from 38 government agencies

San Juan, PR, August 5, 2020 — The Puerto Rico Statistics Institute (Institute) reported that it recently requested in writing from 38 government agencies specific statistical information, as established in multiple laws in Puerto Rico. The initiative aims to ensure compliance with Article 13 of the Institute's Organic Law, Act No. 209 of August 28, 2003, as amended, which provides that all government agencies have the obligation to regularly and constantly send to the Institute any publication of statistical products they produce, in order to be incorporated into the Inventory of Statistics and to make them available to all citizens.

The Inventory of Statistics, specified by Article 5 (f) of the Institute's Organic Law, is where most of the statistical information collected by the Institute is kept and made available to the public, and is located online at: Inventory-of-statistics. It is the main source for those looking for official statistical information that describes, estimates or analyzes the characteristics of Puerto Rico and its society. The Inventory contains all important statistical activities carried out or planned to be carried out by government agencies, as well as information on how to obtain statistical reports for Puerto Rico that are prepared by government agencies and public corporations in Puerto Rico, municipalities and any other jurisdiction in the United States. Statistical reports from the private sector are also included in the Inventory.

The deadline given to agencies to respond is 20 calendar days, but agencies can request an extension, particularly if they receive multiple requests for statistical information. This is the case of agencies to which numerous laws that specify the generation of statistical information that is of great legislative interest apply, such as the Department of Education, the Department of Natural and Environmental Resources, the Department of Health and the Department of Public Safety. However, most of the government agencies contacted will receive few requests for statistical information and are not considered less important by the Institute. It should be noted that the Institute has tried to make the process for submitting the requested statistical products as efficient as possible, making it one that can be carried out completely online.

“We urge all government agencies contacted to provide the requested statistical information. The collaboration of government agencies will help the Puerto Rico Statistics Institute expand and keep its Statistics Inventory up to date. In addition, since these are statistical products specified by legal provisions, the information requested is particularly relevant to the decision-making processes of the Government of Puerto Rico,” said Jacobo M. Orenstein-Cardona, special assistant to the Institute's executive director and coordinator of this initiative.

Results from the first food safety study in Puerto Rico presented

Under the name Puerto Rico Food Security Survey 2015, and in collaboration with the Behavioral Risk Factor Surveillance System (Behavioral Risk Factor Surveillance, BRFSS) administered in Puerto Rico by the Department of Health, the Puerto Rico Statistics Institute (Institute) presented the results of the first study on this topic to be carried out in Puerto Rico. The BRFSS is a continuous epidemiological surveillance system that is carried out in collaboration with the Centers for Disease Control and Prevention (CDC) in the United States and its jurisdictions, including Puerto Rico. The study population was adults aged 18 and over and the response rate in Puerto Rico was 71.1%, placing us among the top 25 jurisdictions with the highest participation. According to the United Nations Food and Agriculture Organization, food insecurity is a key factor that complements the undernourishment indicator and makes it possible to improve the characterization of hunger.

“The large amount of food imported into Puerto Rico, among other aspects, makes the population more vulnerable to food insecurity. This is why it is essential to know the statistics related to this aspect, as well as the risk behaviors, morbidities and health practices of vulnerable populations,” said the Institute's acting executive director, Dr. Orville M. Disdier.

From the most relevant data from this study, it is estimated that 33% of the population aged 18 and over in Puerto Rico were food insecure. Similarly, 21.7% of the people interviewed indicated that, in the 12 months before the study, there were times when they had to serve themselves less food or stop eating one of their daily meals due to lack of money. A quarter of these (25.8%) did so almost every month.

The study also revealed, among others, that the Arecibo region had the highest percentage of food insecurity with 40.6%, while the metropolitan area and Ponce were the regions with the lowest food insecurity with 31.8% and 31.4% respectively. 44.3% of food-insecure people perceived their health as regular or poor. This percentage was higher in women (47.6%) compared to men (38.7%). People diagnosed with a depressive disorder were 2.7 times more likely to belong to the food-insecure group than people who had not been diagnosed with a depressive disorder.

“One of the most revealing results is related to poverty and its impact on food insecurity. The study concluded that people with an income of less than $25,000 are 3.3 times more likely to belong to the food insecure group than people with an income of $25,000 or more,” said Myribel Santiago, Project Manager of the Institute and lead author of the study.

Call for paid internships announced at the Puerto Rico Institute of Statistics

Students in statistics, mathematics, computer science, public administration, and others may apply

The Puerto Rico Statistics Institute announced that, for the next two weeks, and as long as the available spaces are filled, the call for paid internships will be open for graduate students in statistics, mathematics, computer science or in any other area in which extensive use is made of statistics, including economics, planning, demography, epidemiology, biostatistics, criminology, sociology, public policy, public administration, business administration or other related ones. The opportunity also extends to undergraduate students, from any of the above-mentioned disciplines, who are candidates for graduation in the same academic year in which they participate in the program.

Those selected will have the opportunity to collaborate directly with professionals from the Institute, who have extensive experience in the fields of economics, epidemiology, education, demography, statistics, programming and administration, among others. In the same way, they will receive support from the Institute's staff in the major projects they carry out according to the area in which they are assigned. All this, as indicated, in a work and learning environment that allows them to apply their knowledge in a professional environment.

“We are pleased to offer this opportunity to graduate students, or undergraduate candidates for graduation, as they will not only gain experience, but we also help them prepare for the professional field of work. In the same way, it is always good to share with the new generations that they have a lot to contribute, particularly in one of the most developed areas in Puerto Rico, such as statistics,” said Dr. Orville M. Disdier, executive director of the Puerto Rico Institute of Statistics, who added that, among the applicants, they are interested in identifying candidates with knowledge in Geographic Information Systems (GIS), Microsoft Power BI, SQL and Python, and others.

It was reported that interested parties must complete an application that is available at Programa_Internado_2025_IEPR.pdf where, in addition, the requirements and documents they must provide are detailed. Once the application is completed, it must be sent along with the documents to the following email: programadeinternado@estadisticas.pr. The Puerto Rico Statistics Institute will receive the requests and they will go through an evaluation process. Applicants will then receive a formal notification with the decision made.
