Statistics Institute releases new version of the Occupied Positions Report

A new programming improves the visualization of the statistics of positions held in the government

A new programming carried out by the Puerto Rico Institute of Statistics will allow a better visualization of the Occupied Positions (PO) Report in the Government and the ability to compare current information with previous months, among other advantages. For the redesign of this report, free of charge and open source software was used R, so now it is done completely through this program, eliminating manual processes that were previously carried out.

“This new program is an advanced one because it optimizes the efficiency and effectiveness of statistical processes on this topic, improves our ability to monitor government positions with updated information, and allows comparisons to be made with previous years.”, said Dr. Orville M. Disdier, executive director of the Puerto Rico Institute of Statistics.

The new design, as indicated by Ana Gabriela Jara Castro, manager of statistical projects at the Puerto Rico Institute of Statistics, includes a monthly report tabulated by agency and type of position, in addition to the time series, with the following information:

  1. Number of POs at the end of the reference month, broken down by type of position (career, trust, temporary, irregular, among others) and by type of agency.
  2. Monthly change in the number of POs by type of position and by type of entity.
  3. Total PO for each government entity.

Jara Castro explained that, within this new format, a table (Table 4) was included that represents entities that have not reported their positions to the Office of the Comptroller for more than six months.

“The inclusion of this new table will allow the accountability process, for positions in government entities, to be a more transparent one, and more accessible to the population. The main objective of this report is to summarize the information of all the agencies represented in the Office of the Comptroller on its website,” said Ana G. Jara Castro, who was primarily responsible for the redesign of the report.

According to the website of the Puerto Rico Institute of Statistics, the statistics presented in the Report on Statistics of Occupied Government Positions, come from the Register of Occupied Positions and Related Information, created under Act No. 103-2006, known as the Puerto Rico Government Tax Reform Act of 2006. This law states that every governmental entity has a duty to certify this information to the Comptroller's Office on a monthly basis. In those cases where the entity has not fulfilled its duty to certify its figures in a timely manner, the Statistics Institute performs a simple statistical attribution of the missing data to complete the statistics. All figures are under constant review and may change in future reports. The January 2021 edition is the most recent edition of this report and reflects that the number of total POs in government has fallen from 275,448 in January 2008 to 150,502 in January 2021. In the same way, “De Carrera” POs have fallen from 218,540 in January 2008 to 109,975 in January 2021. Population reduction continues in Puerto Rico's municipalities

San Juan, PR, March 30, 2023 — The U.S. Census Bureau today released the most recent Annual Population Estimates data for municipalities in Puerto Rico, as well as for counties in the United States. These statistics refer to July 1, 2022 and include estimates of the total population for each municipality and the population change in the current decade. On behalf of the U.S. Census Bureau's Network of Data and Census Information Centers (SDC-PR) in Puerto Rico, the Puerto Rico Statistics Institute (Institute) reported several findings from the new publication of population estimates for the year 2022:

  1. Compared to the 2020 Decennial Census with reference to April 1, 2020, compared to the most recent year available, July 1, 2022, estimates indicate that:
    • Changes in the population of residents in municipalities ranged from 0.8% to -7.2%.
    • In 99% of the municipalities, a population decrease was estimated. Only for the municipality of Rincón, a slight increase (0.8%) was estimated.
    • Some 15 municipalities reflected an estimated reduction of more than three percent (3%) in the comparative period.
    • The total population of all of Puerto Rico is estimated to have fallen by two percent (2%), translating to nearly 64,000 fewer residents than in April 2020.
  1. In relation to the geographical aspect between municipalities, with regard to the change in the total population estimated up to the year 2022, the interactive map provides the geographical distribution.

In this one you can identify:

    • The five municipalities with the highest percentage of population decline were Guánica (-7.2%), Loíza (-4.4%), Guayanilla (-4.0%), Ponce (-3.9%) and Maricao (-3.8%).
      • Four of the five municipalities are located in the south and west of Puerto Rico, and Loíza, on the other hand, in the northeast.
    • The five municipalities with the lowest percentage of population decline were Barranquitas (-0.1%), Naranjito (-0.1%), Aibonito (-0.3%), Isabela (-0.4%) and Moca (-0.5%).
      • The first three municipalities are located in the central area (Barranquitas, Naranjito and Aibonito) and the last two (Isabela and Moca) in the western part of Puerto Rico.

“The pattern of population estimates continues to show a tendency to decrease, a trait of which, at the level of Puerto Rico, we are already approaching nearly two decades (since 2005) of being an increasingly smaller resident population but with a different demographic composition,” said Alberto L. Velázquez-Estrada, Senior Manager of Statistical Projects at the Institute. As an interactive summary, the Institute published a visualization that allows us to see the new series of estimates at the municipal level, facilitating geographical comparison within Puerto Rico. The tables with the annual population estimates for Puerto Rico and its municipalities can be accessed at: https://censo.estadisticas.pr/EstimadosPoblacionales, as well as in the data dissemination tool of the U.S. Census Bureau: data.census.gov. In addition, as the leading entity of the State Data Center of Puerto Rico, the Institute manages the SDC portal, which contains the main statistical reports and publications of the U.S. Census Bureau on Puerto Rico, specifically those that are most in demand, such as annual population estimates; the Puerto Rico Community Survey (Puerto Rico Community Survey) and official statistics on Puerto Rico's decennial population and housing censuses, among others. The Puerto Rico Statistics Institute and the Puerto Rico Department of Justice signed an agreement

The Puerto Rico Statistics Institute and the Puerto Rico Department of Justice signed an agreement that will enable the use of data, on the level of risk of victims in cases of domestic violence, with the purpose of creating new policies and strategies to prevent intimate femicide.

As part of the “Interagency Agreement for the Disclosure of Sociodemographic Data on Victims of Domestic Violence,” the Department of Justice will share with the Institute the results of the risk assessments that prosecutors carry out on victims of domestic violence to analyze the scale of risk and danger of death they face.

The data and statistics that will be generated, through these epidemiological processes, can be used to identify possible determinants, risk factors and vulnerabilities. As a result of this agreement, the Puerto Rico Statistics Institute will be able to provide complete, reliable statistics with quick and universal access, with the purpose of helping to prevent violence and intimate femicide.
