To order the Government Committee of the Senate of Puerto Rico to carry out a comprehensive investigation into the management of the Government of Puerto Rico and its instrumentalities in the preparation of the 2020 Census, evaluate the results of the tests carried out, and evaluate the initiatives taken by all its instruments to proactively address the challenges presented to us by the dramatic decline in population that occurred after the passage of Hurricane María and in the management and use of census information.

To amend Article 2; add new sub-paragraphs (l), (m), (n) and (o) to paragraph (d) and to amend paragraph (e) of Article 3; and to amend Article 6 of Act No. 199? 2010, known as the “Demographic Challenge Act”, for the purpose of including the Office of the Attorney for the Elderly, the Office of Management and Budget and the Institute of Statistics of Puerto Rico among the governmental and private entities that make up the Multisectorial and Multidisciplinary Committee for government, academia and private enterprise; and for other purposes.

To establish as public policy the formulation of continuous and recurrent ten-year education plans, with broad citizen participation, that give direction and link, starting from the decade 2014-2024, the Department of Education, the Puerto Rico Council of Education and other related agencies; to establish mechanisms and structures for broad citizen participation for the formulation and approval of the same; to adopt the initial proposal of thematic axes that emerge from citizen forums, transsectoral dialogues and the Working Table, which will be object of consultation, discussion and citizen deliberation; creating the Transsectoral Commission for the Ten-Year Education Plan (CTPDE), an entity responsible for facilitating citizen consultation and deliberation processes, as well as designing, convening and directing the General Assembly of the Ten-Year Education Plan; providing for the Proclamation and implementation of ten-year plans; allocating budget for the consultation, deliberation and formulation of plans.

To order the Commissions on Human Rights and Labor Affairs; and on Municipal Affairs and Housing of the Senate of Puerto Rico to conduct an investigation from a human rights perspective on the housing conditions of the population of Puerto Rico, including, but not limited to, families living in informal or illegal housing; the risks they face in terms of physical security in their home and possible loss of their home; how other human rights such as access to water and health are affected as a result of the above; the legal, financial and programmatic alternatives available for families to obtain their own homes; and any other mechanism that seeks to guarantee the human right to decent and safe housing for all people living in the archipelago of Puerto Rico.
