To order the Finance, Federal Affairs and Fiscal Oversight Board of the Senate of Puerto Rico to conduct an exhaustive investigation, of an ongoing nature, on the administration, use and expenditure of public funds allocated and administered by the public agencies and instruments of the Commonwealth of Puerto Rico, as well as the execution and compliance of the strategic plans of each public instrument; in order to evaluate whether the economic resources provided to the agencies and instruments to meet the needs of citizens and to be able to determine if it is necessary to take legislative or administrative measures that promote efficient functioning and ensure the adequate budget of public agencies and instruments for the benefit of citizens.

To create the “Law for the Recovery of Domestic Animals” for the purpose of establishing a uniform procedure that facilitates and legitimizes the recovery of lost and found domestic animals; add a new paragraph (8) to Article 6 of Law No. 36 of May 30, 1984, as amended, for the purpose of creating a website managed by the State Animal Control Office (OECA), attached to the Department of Health, under the Environmental Health Program, where photographs of animals will be published for the purpose of complying with provided for in this Act and for other related purposes.

To add a new Article 519 to Act No. 4 of June 23, 1971, as amended, known as the “Puerto Rico Controlled Substances Act”, for the purpose of maintaining a record and statistics of persons intervened and processed for the possession and/or distribution of controlled substances specifying the age, neighborhood, profession, education and marital status of the person intervened or processed and the controlled substance or substances and their respective quantity or quantities for which they were intervened, processed or being prosecuted criminally to a person.

Date: March 7, 2025P. del S. 196: To add a new Article 11.05 to Law 85-2018, as amended, known as the “Puerto Rico Educational Reform Act”, in order to provide for the creation of a so-called “University Alliances Program”, which will have the purpose of authorizing the Secretary of the Department of Education to sign any necessary agreements or collaboration agreements with the University of Puerto Rico, so that the latter, through its students and professors from the different Faculties of Education of the premises of the system, provide mentoring, tutoring and support to students and to teaching and non-teaching staff, in tasks related to the care and provision of supplementary services to the student population, in the different schools of the public education system, in order to ensure that remedial help is obtained for students who are academically lagging behind, provided that these costs are reasonably compared to current prices in the market and that, in fact, they can be provided by the said university institution; repeal Law 47-2019, known as the “Puerto Rico Government Public School Student Support Act”; and for other related purposes.
