To order the Committee on Women's Affairs of the Senate of Puerto Rico to conduct research on living conditions, employment and health services; the methodology and collection of statistics by the Government, to examine the processes for updating and reliability of statistics, services for Afro-descendant and immigrant women residing in Puerto Rico, and government efforts for the protection and security of Afro-descendant and immigrant women in Puerto Rico.

To amend Laws No. 135 of May 9, 1945, 148 of May 10, 1948, 7 of March 4, 1955, 72 of June 21, 1962, 168 of June 30, 1968, 54 of June 21, 1971, 47 of June 26, 1987, 52 of August 11, 1989, 83-1991, 225-1995, 165-1996, 46-2000, 213-2000, 140-2001, 183-2001, 244-2003, 73-2008, 74-2010, 83-2010, 20-2012, 22-2012, 1-2013, 7-2015, better known as the “Interagency Validation Portal Act for the Granting of Incentives for the Economic Development of Puerto Rico” for the purpose of making amendments techniques that allow the orderly and efficient implementation of Law 187-2015; extending the validity period of Certificates of Compliance to two years; and for other related purposes.

To amend Article 5 of Law 97 - 2018, known as the “Bill of Rights of People with Down Syndrome”, in order to impose on the Department of Health the obligation to establish a permanent external clinic, aimed at providing all the necessary and indispensable services for the full care and treatment of people aged zero (0) and older, with the condition of Down Syndrome; to provide for the creation and management of a registry of people with Down Syndrome, in order for the State to maintain statistics officers and create a profile of the cases that exist in Puerto Rico with this condition; and for other related purposes.

To implement the Plan to Quantify Unpaid Work in Puerto Rico; create the Special Committee to Quantify Time Use in Puerto Rico; order the Committee to carry out a Time Use Survey; establish the functions, purpose and composition of the Committee; order the committee to quantify the magnitude of unpaid work, analyze the gender disparity in participation in unpaid work, study demographic and social variables that affect the disparity of participation in unpaid work, quantify the value of unpaid work within the Gross Domestic Product; and for other purposes.
