To establish the Public Policy for Science, Technology and Innovation of the Commonwealth of Puerto Rico, in order to promote economic development, define the implementation of such Public Policy; establish the Advisory Council for the Evaluation of Results of Puerto Rico's Public Policy on Science, Technology and Innovation; amend paragraph (a) of Article 3 of Law 214? 2004, as amended, known as the “Act to Create the Puerto Rico Science, Technology and Research Trust” and for other related purposes.

To amend Section 10 of Act No. 15 of April 1931, as amended, known as the “Organic Law of the Department of Labor and Human Resources”, for the purpose of ordering the Department of Labor and Human Resources of Puerto Rico to use, in the surveys conducted by the Bureau of Statistics of the Department of Labor and Human Resources, in the Population Census and in any other survey carried out for these purposes to measure food security, the Scale to Measure Food Security for Puerto Rico designed by the Graduate School of Public Health of the Medical Sciences Campus of the University of Puerto Rico; add a line to any survey carried out for the purpose of knowing how many women are heads of household; and for other related purposes.

To amend Article 7 of Law 209-2003, as amended, better known as the “Puerto Rico Institute of Statistics Act”, to establish that upon the expiration of the appointment of any member of the Board of Directors of the Institute of Statistics, his successor must be appointed within a period of sixty (60) days and that the incumbent member may continue to perform his functions until his successor has taken office.

To amend Article 6.25 of Act No. 168-2019 known as the “Puerto Rico Weapons Act of 2020” and establish the duty of a licensed citizen to register the weapons or part of a weapon with serial number, marks or printed symbols that he acquires; to establish penalties and for other related purposes.
