To designate March 21 of each year as the “National Day for the Eradication of Racism and Affirmation of Afro-Descendancy”, as part of efforts to eliminate any manifestation of racial and/or ethnic discrimination from our society; to designate the week during the month of March in which the Day for the Abolition of Slavery is commemorated as the Week for the Eradication of Racism and Affirmation of Afro-Descent; to repeal Law 138-1996; and for other related purposes.

To amend Article 5 of Law 3-2017, as amended, known as the “Act to Address the Fiscal and Budgetary Economic Crisis to Ensure the Functioning of the Government of Puerto Rico” in order to guarantee the autonomy of the Puerto Rico Statistics Institute in compliance with Law 209-2003, as amended.

To order the Commissions on Social Welfare and Family Affairs; and for the Development of Community Initiatives of the Senate of Puerto Rico to carry out exhaustive research on programs of the Government of Puerto Rico such as “Back to Life” and the rehabilitation programs in the United States to which the Government of Puerto Rico sends those addicted to controlled substances, the coordination process with these programs, their effectiveness, the number of people who have been sent to the United States, the follow-up given to them and the reason for sending these people out of Puerto Rico, as well as identifying the funds used to finance transportation to other states.
