To add a new Article 20 of Act No. 209-2003, as amended, known as the Puerto Rico Institute of Statistics Act, for the purpose of providing by law the Academies and Workshops Program of the Institute of Statistics of Puerto Rico; establishing a certification system for continuing education as a requirement for occupying and remaining in a position or position, or offering external consulting or advice, with the responsibility of collaborating or collecting data or developing statistical products in the statistical units of the agencies governmental; correct a technical error in paragraph (i) of Article 5 of the said Act; renumber subsequent articles; and for other purposes.

To amend Article 115, Law 187-2015, as amended, known as the “Interagency Validation Portal Act for the Granting of Incentives for the Economic Development of Puerto Rico”, for the purpose of modifying and extending the postponement of the effectiveness of the Act; relieving any agency, agency or instrument of the Government of Puerto Rico, municipality or public corporation, that is considered an Issuing-Certifying Agency or Receiver-Granting Agency, to comply with Articles 6 to 10 and Articles 14 to 112 of the Act in everything anything related to the Certification of Compliance, retroactively from November 17, 2015 to January 1, 2019...

To order the Commission on Social Welfare and for the Eradication of Poverty, of the House of Representatives of the Commonwealth of Puerto Rico, to conduct a comprehensive investigation into the collection and methodology used by the agencies of the Executive Branch, in particular, the Department of Health and the Department of the Family, in relation to child abuse statistics in Puerto Rico; to examine the methods of updating and reliability of the statistics collected; to examine the development of reliable processes of child abuse complaints; identify resources and/or alternatives to establish and/or improve a uniform and coordinated system for collecting statistics on child abuse; and for other related purposes.
