To add new paragraphs to Article 2 of Law No. 254-2002, known as the “Office of Guidance and Services to Foreign Citizens in Puerto Rico”, which is attached to the Department of State, so that this office creates and keeps up to date a catalog of public entities, both local and federal, as well as third sector entities, local and international, that provide services and support to immigrants, regardless of the immigration status of the persons served; and for other related purposes.

To create the “Puerto Rico Mobile Emergency Alert System Act”; establish the obligation of mobile phone companies to implement an emergency alert system for mobile devices in Puerto Rico; establish regulatory authority; and for other related purposes.P. of C. 1103: To create the “Wireless Alert Warning Act for Beach and Coastal Area Users in Dangerous Maritime Conditions in Puerto Rico”; order commercial mobile service providers to adopt the necessary mechanisms to issue such warnings; to outline the scope of the regulation; and for other related purposes.

To create the “Open Data Act of the Government of Puerto Rico” for the purpose of establishing as a principle of public policy free access to data that is originated, kept or received by government agencies and that can be used and reused freely; create the position of the Chief Data Officer and establish their powers and duties; transfer and clarify the responsibilities and duties of the Office of Management and Budget; establish the obligation of government bodies to publish their data public in a machine-readable format (“machine-readable”), through the Puerto Rico Open Data Interconnection Portal; establish the obligation of government agencies to update their official statistical indicators and to publish them through the Puerto Rico Indicator System, in accordance with the rules established by the Chief Data Officer; provide the Institute with the power to regulate the formats in which any government agency will store information and deliver data; provide that the Institute of Statistics will be the only governmental entity with the power to prepare any regulations related to the publication and updating of official statistics and indexes; and to repeal Act No. 69-2005.

To order the Committee on Women's Affairs of the Senate of Puerto Rico to conduct research on living conditions, employment and health services; the methodology and collection of statistics by the Government, to examine the processes for updating and reliability of statistics, services for Afro-descendant and immigrant women residing in Puerto Rico, and government efforts for the protection and security of Afro-descendant and immigrant women in Puerto Rico.
