To amend paragraph (j) of Article 4 of Act No. 77 of June 19, 1979, as amended, known as the “Puerto Rico Federal Affairs Administration Act”, in order to grant the Agency the responsibility of promoting the full inclusion of Puerto Rico in all national statistics produced by Federal Government agencies and non-governmental organizations that receive federal funds, in order to have measurement mechanisms to compare the development of the Island with that of the continental United States.

To amend Section 10 of Law 15 of April 14, 1931, as amended, known as the “Organic Law of the Department of Labor and Human Resources of Puerto Rico”, in order to commission the conduct of a time-use survey between the surveys implemented by the Department of Labor and Human Resources; and for other related purposes.

To amend Section 1 of Act No. 170 of May 4, 1949, as amended, to provide for the availability requirements for the granting of the High School Equivalency Exam; and to enact other complementary provisions.
