To amend articles 2, 3, 4 and 5, add new articles 5-A and 5-B, and amend articles 6, 8, 11, 12, 13, 16 and 20 of Law 209-2003, as amended, known as the “Puerto Rico Institute of Statistics Act”, in order to inventory and consolidate in its Organic Law, those other duties and functions, which were conferred on it by various additional laws; to make technical corrections, in consideration of the current rule of law; repeal Law 190-2007 and Law 33-2018; and for other related purposes.

To provide that any legally constituted association of residents or condominiums of any condominium, housing development or housing complex organized under the horizontal property regime or subject to optional restrictive conditions by writing, or access control, must collect a statistical and demographic profile of the development, to be submitted to the Department of Consumer Affairs; that a uniform format for such profile will be designed by the Puerto Rico Statistics Institute in collaboration with the Department of Consumer Affairs Consumer so that the information can be compiled into a global report; define the information that these profiles must contain, set out the terms of their preparation, publication and dissemination and the regulatory process for these purposes.

To establish public policy for access to government information and documentation; to order, organize and regulate real access mechanisms; to establish principles and instruments to guarantee access; to establish the governmental obligation to inform and to educate on the principle and practice of governmental transparency, access to information and documentation and to the mechanisms of how to obtain it; organize and regulate mechanisms for creating records; order the appointment of an Information Officer in each governmental entity; create the position of Public Information Ombudsman; create an Administrative Board to review disputes over violations of this law; schedule a final Judicial Appeal procedure to the decisions of this Board and for other purposes.

To add a new Article 519 to Act No. 4 of June 23, 1971, as amended, known as the “Puerto Rico Controlled Substances Act”, for the purpose of maintaining a record and statistics of persons intervened and processed for the possession and/or distribution of controlled substances specifying the age, neighborhood, profession, education and marital status of the person intervened or processed and the controlled substance or substances and their respective quantity or quantities for which they were intervened, processed or being prosecuted criminally to a person.
