To order the Puerto Rico Senate Health Commission to conduct an investigation into the uniformity in the application of immunity and the establishment of a cap on claims for medical malpractice exclusively in cases of negligence in Puerto Rico, considering the differences in the legal protection granted to doctors under the jurisdiction of the Industrial Commission compared to those who practice with or without privileges in private medical facilities, in order to identify mechanisms that contribute to the retention of the medical profession on the Island.

To order the Commissions on Social Welfare and Old Age Affairs; and on Education, Tourism and Culture to conduct an exhaustive investigation into compliance with Laws 136-1996, 80-2002, 181-2014, 78-2018, 173-2018, 174-2018, 174-2018 and 266-2018, by all public agencies of the Government of the Commonwealth of Puerto Rico. They should also investigate whether the Puerto Rico Statistics Institute, in accordance with its enabling law, Act 209-2003, collects and analyzes data related to the number of people in Puerto Rico who are trained in sign languages.

To order the Housing and Urban Development Commission of the House of Representatives to conduct research related to the inventory of available housing in Puerto Rico; to determine if there is a greater supply than demand in the housing market to investigate existing social housing needs and if there are conditions for granting tax credits that help promote the construction of social housing; and the effect of local and global economic problems on the housing market.
