To amend Article 5 of Law 97 - 2018, known as the “Bill of Rights of People with Down Syndrome”, in order to impose on the Department of Health the obligation to establish a permanent external clinic, aimed at providing all the necessary and indispensable services for the full care and treatment of people aged zero (0) and older, with the condition of Down Syndrome; to provide for the creation and management of a registry of people with Down Syndrome, in order for the State to maintain statistics officers and create a profile of the cases that exist in Puerto Rico with this condition; and for other related purposes.

To amend Article 6 of Law 209-2003, as amended, to provide that the Institute of Statistics of Puerto Rico may request, accept and receive donations, and set and collect reasonable fees for obtaining information and studies that originate, analyze or disclose by the Institute; that the sums collected by this concept will be entered into a special account called “Special Fund of the Institute of Statistics of Puerto Rico”, which may be used to defray the operating and operating expenses of the Institute and the statistical activities that the Institute determines; to amend Article 8 of the above-mentioned Act No. 209-2003, to establish that the Board of Directors of the Institute has the power to approve the acquisition of equipment, materials and services whose value exceeds one hundred thousand ($100,000) dollars; and to amend Article 11 of the aforementioned Law 209-2003, to provide that the Executive Director shall have the authority to establish a work unit and allocate the necessary resources for, at the request of any person, private entity or body government, or the Judicial Branch, offer the following services: (i) receive and evaluate inquiries; and issue opinions or advice; (ii) carry out analyses, surveys, studies and research within the scope of their competencies; (iii) provide all kinds of specialized technical services in the field of statistics; (iv) provide expert services; (v) design and offer all kinds of training; and (vi) provide any other service that falls within the framework of the Institute's competencies and specialized knowledge; as well as established by regulating the fees, compensation, payment system or the cost of each service; and for other purposes.
