New system improves speed and effectiveness when answering
Questions from citizens about statistical data
In order to automate and improve the speed and effectiveness of the processes for answering citizens' questions on statistical issues, the Statistics Institute of Puerto Rico developed a new version of the system for answering questions. This new procedure allows managers and assistants of the Institute to see in real time the questions sent by citizens and to speed up the way they answer those questions. Through the tool of Google Analytics, the system allows us to know important aspects such as: demographic data, geographical data, if the user used a computer or a cell phone, the browser or Browser used, the company of Internet, among others.
“Using this new system, we will better know how long it took us to answer questions, what topics are most common among citizens and what resources were required to answer them. In addition, the tool makes it possible to generate quality control metrics, allowing the Institute to streamline processes, make better use of time, human resources and, consequently, public funds,” said Dr. Orville M. Disdier, acting executive director of the Puerto Rico Institute of Statistics.

San Juan, Puerto Rico — November 6, 2025 — The Institute of Statistics released the results of the Backwater Index for Puerto Rico, a study that offers a comprehensive look at the social and economic situation of Puerto Rico's municipalities. This index constitutes an analysis and planning tool that seeks to promote dialogue, reflection and informed action for the benefit of Puerto Rico's socioeconomic development.
El Lagging Index measures a multidimensional phenomenon using a summary data that allows us to compare the relative performance of municipalities in two dimensions: Economic Mobility and Demography. Five main variables were considered in its design: the percentage of people below the poverty level, the unemployment rate, the percentage of high school graduates (in a population aged 18 and over), the dependency rate by age and the median age.
The index was calculated for two comparative periods: 2014-2018 and 2019-2023, allowing us to observe changes in scores and relative positions of municipalities over time. Index values fluctuate between 0 and 1, with a higher score representing a higher relative level of lagging.
The analysis reveals that 42 municipalities showed a decrease in their score of the Lagging Index, which suggests a relative improvement in the conditions measured by the indicator. Of these, 22 municipalities registered a reduction of more than 5%. In the same way, there are concentrations of municipalities with higher scores —indicating greater relative lagging— in the center, south, southwest and southeast regions of Puerto Rico, while several municipalities in the metropolitan area and adjacent to it showed progress compared to the rest of the archipelago.
The municipalities of Culebra, Toa Alta, Gurabo, Juncos, Dorado, Trujillo Alto, Santa Isabel, Canóvanas, Toa Baja and Las Piedras performed better in their relative index in the last period analyzed (2019-2023). However, the Institute stresses that the index is a relative measure and not an absolute measure, so the results must be analyzed within the context and used as a basis for the development of more specific analyses.
“The value of the index is not in pointing out which municipality is better or worse, but in providing an objective basis for analysis, planning and decision-making. It is an opportunity for mayors and officials who participate in decision-making to know their social and economic reality and to develop strategies that respond to the specific needs of their municipalities,” said Dr. Ronald Hernández, Manager of Statistical Projects at the Institute of Statistics of Puerto Rico.
For the elaboration of the Lagging Index, the Institute applied rigorous statistical methods —including exploratory factor analysis, normalization and aggregation of variables—using data from the five-year estimates of the Community Survey of the U.S. Census Bureau And the Bureau of Labor Statistics.
Data
Table 1 shows the results of the Lagging Index at the municipal level for the periods 2014 - 2018 and 2019 - 2023. The table is ordered according to the position of the municipalities based on their index value for the period 2019 — 2023. The higher the index score, the worse or less favorable the outcome of the phenomenon.

According to Dr. Hernández, the results of the study highlight the need to design comprehensive public policies that address both the economic aspects and the demographic transformations of Puerto Rico. “The improvements seen in several municipalities are encouraging, but it is essential that socio-economic development efforts are integrated with strategies to respond to the ongoing demographic transition. This includes strengthening geriatric health services, care policies, retention of young people and urban planning adapted to long-lived communities,” said the Institute.”
Hernández indicated that, the Municipal Backwater Index seeks to promote an evidence-based dialogue between the different sectors of Puerto Rico. Its purpose is to serve as a planning and evaluation instrument, which facilitates the identification of areas of opportunity and guides investment decisions, municipal planning and public policy at the central and local levels.”
The Puerto Rico Statistics Institute is an autonomous governmental entity responsible for coordinating the Government's statistical production service to ensure that the data collection and statistics systems, on which public policies are based, are complete, reliable, and have quick and universal access.

Puerto Rico Statistics Institute Urges Secretary of Health to Provide Data on Covid-19 on the Island
April 8, 2020: In view of the non-compliance with the submission of data on COVID-19 in Puerto Rico and in accordance with Act No. 209-2003, as amended, known as the Statistics Institute Act, the executive director of that entity, Dr. Orville M. Disdier, made a formal request to the Secretary of the Department of Health (DS), Dr. Lorenzo González Feliciano, to provide the necessary data. “Although the Institute's Information Requirements Regulations state that, in response to an Official Information Request, the agency has up to 20 days to provide it, we ask the DS to do so immediately, as this is a matter of the highest priority, given the likelihood that infections and deaths will continue to increase in Puerto Rico,” said Disdier.
The Law that created the Puerto Rico Statistics Institute (Institute) states that its purpose is to promote changes in data collection and statistics systems so that they are complete, reliable and accessible quickly and universally. To this end, the Institute has the primary mission of coordinating the Statistics Production Service of the Government of Puerto Rico, of requesting information, both from the public and private sectors, and of developing the policy for the development of the public statistical function. According to Disdier, although most agencies comply with this, unfortunately there are others that do not do their duty.
“Since long before this COVID-19 emergency began, the Institute has been communicating, through official email and phone calls, with the Department of Health to offer collaboration and request that they provide us with detailed data on cases of COVID-19 in Puerto Rico. In addition, we have held communications and meetings with staff from Fortaleza and with some members of the Task Force that advises the governor on this pandemic. They repeatedly state that they will provide the data, but the reality is that they arrive late, incomplete, in inadequate formats or there are days when they simply don't arrive,” he said.
Specifically, the Institute has requested the following information and detailed data, for each individual being tested for COVID-19 in Puerto Rico: Case number (Unique ID), sex (M, F, or other), region of residence, municipality of residence, age (in years), test results for COVID-19 (positive, negative, pending, undetermined, or other), date of onset of symptoms (day and month), date of sample collection or date of submission of the sample (day and month), and if the person died.
Disdier highlighted that, in order to promote greater collaboration, the Institute served as a facilitator and for a few days now, the project to implement a rapid system for the daily collection of data on COVID-19 in hospitals has been successfully completed. As a result, every day the Department of Health receives data from hospitals, in a fast, simple and standardized way.
“It is now up to the Department of Health to share the revised and official data with the Institute. That is, right now we should be receiving these official data on a daily basis and that is not happening. These data are necessary so that the Institute can keep citizens informed and to develop action plans that make it feasible to control this pandemic,” concluded Disdier.

Statistics Institute launches subscription system to offer recent statistical products
The service is free of charge
Current statistics, is the new official registry of the Puerto Rico Institute of Statistics to provide, through a subscription system, recent statistical products to citizens. Subscribers of Current statistics they will receive relevant data directly to their emails on specific topics in which they indicated that they had an interest. In this way, they will have up-to-date information on preferred data, whether for work, study, business or general interest purposes.
Through this system, whose registration process is quick and simple, subscribers will select the topics of interest on which they want to receive updated data once they are available. The Institute will also share with subscribers updated information that is considered to be of interest to the subscriber community. “This new service allows us to continue to make the data and statistical products generated by the Institute accessible to all people. In the same way, it is an excellent tool to continue educating about the importance of statistics, since eventually subscribers will have exclusive access to Current statistics vlog, in which educational information, novel and relevant to the field of statistics, will be published,” said Dr. Orville M. Disdier Flores, Executive Director of the Institute.
