PUERTO RICO'S POPULATION IS AROUND 3.3 MILLION IN 2017

It has fallen by 10% since the most recent 2010 Decennial Census

San Juan, PR — El U.S. Census Bureau released today the most recent annual population estimates for Puerto Rico. These statistics refer to July 1, 2017 and include the components of annual population change since July 1, 2010 that support the population estimate since the beginning of the decade. As the leading entity of the Network State Data Center (SDC) of the U.S. Census Bureau in Puerto Rico, the Puerto Rico Statistics Institute (Institute) presents this brief summary of the findings of the new annual population estimates for 2017:

1. The population of Puerto Rico was estimated at 3,337,177 people as of July 1, 2017.
2. In contrast to the last 2010 Census when the official population count resulted in 3,725,789 people, the new estimate points to a cumulative population decrease in the current decade of 10 percent up to 2017. That is, a population decline at a rate of -1.5% each year on average (annualized rate).
3. As for the resident population of 18 years of age or older, this was estimated at 2,680.381 million, comprising 80% of the resident population of Puerto Rico.
4. The components of population change considered for the estimates assume that, between July 1, 2016 and July 1, 2017, there were 28,000 births and 29,000 deaths in Puerto Rico. For the first time, annual population estimates reflected natural population growth (the number of births minus the number of deaths) that results in more deaths than births. Regarding migration, the net balance was close to -68 thousand people during the same period.

After conducting a decennial Census, such as the 2010 Census, the U.S. Census Bureau prepare the annual population estimates before the next Census. These estimates are prepared by analyzing data on births, deaths and migration. As a result, with each new publication of the estimates, adjustments are made to the previously estimated years. For example, with the publication of the 2017 estimates announced in this release, the estimates already published for 2011, 2012, 2013, 2014, 2015 and 2016 were revised. Each publication is distinguished according to the year in which they were produced and are named as Vintage.

The Puerto Rico Statistics Institute collaborates in the development of a data collection tool for COVID-19 from hospitals

The system collects and consolidates daily data on suspected and confirmed cases

Dr. Orville M. Disdier, executive director of the Puerto Rico Institute of Statistics (Institute), reported that the Institute, in collaboration with the Department of Health and the Task Force Physician, the design, development and implementation of a system for the daily collection and consolidation of data on COVID-19 in hospitals was completed. Through this system, epidemiologists at each hospital can easily and quickly enter basic data on suspected and confirmed cases of COVID-19.

As explained by Disdier, the data required by the system are those necessary for the so-called rapid surveillance system. The content and logistics of this rapid surveillance system were designed and approved by doctors Cynthia Pérez and Enid García, in collaboration with other members of the Task Force and the Department of Health. The variables collected by the system are the following: Gender, age, municipality of residence, date of onset of symptoms, type of exposure, if the person was admitted to the hospital, if the person is on mechanical ventilation, if the person is in intensive care, date of taking the sample, type of test, result of the test, if the person died, and date of death, if that were the case.

“Faced with the urgent need for the Department of Health to have a rapid epidemiological surveillance system in hospitals, the Institute offered full assistance to the Department of Health and the Task Force Doctor. We are very grateful that they have accepted our collaboration. In just one week, we were able to implement the system and at this time hospitals send information in a fast, complete and standardized way about COVID-19 to the Department of Health. Rapid surveillance systems are essential to combat any epidemic or pandemic,” he argued.

The data that hospitals enter into the system is consolidated every day, at approximately 12:00 noon. After consolidation, epidemiologists from the Department of Health verify the quality of the data and make any necessary edits in consultation with hospital epidemiologists. Finally, the consolidated and verified data will be used by the Department of Health to generate daily statistical reports and for other epidemiological surveillance activities. It is also expected that this will help the Department of Health to comply with Act No. 209 of August 28, 2003, which requires them to share the official data generated with the Institute, an aspect with which the Department of Health has not fully complied with until now. In fact, this law establishes that the Institute is a co-owner of all the information and statistical product that government agencies develop, and that it can add and disseminate such information as it deems appropriate. “We urge the Department of Health to comply with the law and to send these and any other data related to COVID-19 to the Institute on a daily basis and promptly so that we can provide citizens with complete, reliable statistics with quick and universal access,” emphasized Dr. Disdier.

Disdier explained that this system of data collection and consolidation did not involve the use of additional funds, since it based its structure on other tools already existing at the Institute and on free-to-use programming languages, such as Python. The Institute's work team dedicated many hours of work to this project, despite all the challenges that COVID-19 represents for everyone in Puerto Rico and the fact that they are currently working remotely from home. The quality, efficiency and effectiveness of this new system is being verified daily by Institute personnel in collaboration with doctors Pérez and García, who have demonstrated a genuine commitment to overcoming COVID-19.

Statistics Institute asks government agencies

information stipulated by law

Statistical information was requested from 38 government agencies

San Juan, PR, August 5, 2020 — The Puerto Rico Statistics Institute (Institute) reported that it recently requested in writing from 38 government agencies specific statistical information, as established in multiple laws in Puerto Rico. The initiative aims to ensure compliance with Article 13 of the Institute's Organic Law, Act No. 209 of August 28, 2003, as amended, which provides that all government agencies have the obligation to regularly and constantly send to the Institute any publication of statistical products they produce, in order to be incorporated into the Inventory of Statistics and to make them available to all citizens.

The Inventory of Statistics, specified by Article 5 (f) of the Institute's Organic Law, is where most of the statistical information collected by the Institute is kept and made available to the public, and is located online at: Inventory-of-statistics. It is the main source for those looking for official statistical information that describes, estimates or analyzes the characteristics of Puerto Rico and its society. The Inventory contains all important statistical activities carried out or planned to be carried out by government agencies, as well as information on how to obtain statistical reports for Puerto Rico that are prepared by government agencies and public corporations in Puerto Rico, municipalities and any other jurisdiction in the United States. Statistical reports from the private sector are also included in the Inventory.

The deadline given to agencies to respond is 20 calendar days, but agencies can request an extension, particularly if they receive multiple requests for statistical information. This is the case of agencies to which numerous laws that specify the generation of statistical information that is of great legislative interest apply, such as the Department of Education, the Department of Natural and Environmental Resources, the Department of Health and the Department of Public Safety. However, most of the government agencies contacted will receive few requests for statistical information and are not considered less important by the Institute. It should be noted that the Institute has tried to make the process for submitting the requested statistical products as efficient as possible, making it one that can be carried out completely online.

“We urge all government agencies contacted to provide the requested statistical information. The collaboration of government agencies will help the Puerto Rico Statistics Institute expand and keep its Statistics Inventory up to date. In addition, since these are statistical products specified by legal provisions, the information requested is particularly relevant to the decision-making processes of the Government of Puerto Rico,” said Jacobo M. Orenstein-Cardona, special assistant to the Institute's executive director and coordinator of this initiative.
