Statistics Institute and Cities League sign collaboration agreement

San Juan, Puerto Rico, May 21, 2020 — The Puerto Rico Statistics Institute (Institute) and the Puerto Rico Cities League, represented by their respective executive directors, Dr. Orville M. Disdier and planner Cristina M. Miranda Palacios, signed a collaboration agreement to share efforts and resources, in order to increase the knowledge and understanding of municipal employees about statistical methodologies, and the use and management of data.

The League of Cities is a non-profit entity that unites local governments in a non-partisan effort to improve the quality of life of the Puerto Rican people. Through this alliance, both entities will share information and resources. The League will collaborate by allowing access to the Institute to official, reliable and quality statistics and information about municipalities. For its part, the Institute will provide expert advice in the analysis of municipal data, particularly with the objective of developing metrics that allow comparing and generating indicators of socio-economic development, health and quality of life of its inhabitants.

“Part of the Institute's vision is to ensure that Puerto Rico has complete, reliable statistics that are quickly and universally accessible. This includes making these statistics available to government agencies themselves as part of their analysis and decision-making process, and for the benefit of cities,” said Dr. Disdier.

“Data is vital information in municipal management. They are useful for explaining the past, understanding the present and making future decisions that benefit the people who are the reason for the existence of municipalities. The League is the result of a meeting of wills, from which a non-profit, non-political partisan entity was born, focused on advancing the municipal agenda, which is the agenda of the people. This collaborative agreement with the Institute of Statistics is another step in that mission. It strengthens the path that we have started together, the municipalities and entities of the executive branch towards a better quality of life for Puerto Ricans,” said Miranda.

Some of the data that the Institute will be able to provide to the League are statistics on COVID-19, economic activity and demographic aspects in municipalities, as well as statistics produced by the US Census Bureau, among others. In addition, based on available resources, the Institute will provide training to municipal employees so that they can make better use of data and statistics.

The agreement, which will be in effect until June 2022, is an example of the initiatives that can be developed between governmental and non-governmental sectors for the benefit of Puerto Rico.

Board of Directors of the Institute of Statistics elects Arnaldo Cruz as its new president

BOARD OF DIRECTORS OF THE INSTITUTE OF STATISTICS ANNOUNCES THE ELECTION OF ARNALDO CRUZ, CO-FOUNDER OF ABRE PUERTO RICO, AS ITS NEW PRESIDENT

San Juan, PR, August 1, 2018 — The Board of Directors of the Puerto Rico Statistics Institute (Institute) today announced the unanimous election of Arnaldo Cruz, co-founder of Abre Puerto Rico and director of Research and Analysis of Foundation for Puerto Rico, as the new president of the organization.

Cruz was elected at the first meeting of the Institute's Board of Directors held yesterday afternoon and in accordance with the provisions of Section VII of the Institute's Internal Regulations. It establishes that the members who will occupy seats on the Executive Committee, composed of the President, Vice President and Secretary of the Board, will be elected during the first meeting of the Board of Directors at the beginning of each fiscal year and by a majority vote of those present.

“I am grateful for the opportunity given to me to work with an excellent team such as the Institute of Statistics, under the executive direction of Dr. Mario Marazzi-Santiago,” said the new President of the Board of Directors of the Institute, who holds a master's degree in Public Policy from Harris School of Public Policy Studies, from the University of Chicago.

“I accept this great challenge, aware of the great need that our government has to improve the accessibility and quality of its statistics and the enormous fiscal challenges for these purposes. At the Institute of Statistics, we are available to support the Government of Puerto Rico and achieve important goals of common interest, such as the quality of public data and government transparency, in all aspects,” Cruz said.

On the other hand, the position of vice-president of the Board of Directors of the Institute will be occupied by the doctor in Economics, Antonio J. Fernós, who served as president for the past 2 years and the position of secretary by the Lcdo. Alex López, who is currently serving as an advisor to the Puerto Rico Senate.

Meanwhile, Ana L. Dávila, PhD in Demography and professor of the Demography Program at the University of Puerto Rico (UPR), Medical Sciences Campus, Ana L. Dávila and the PhDs in Statistics and professors from the Faculty of Business Administration of the UPR, Recinto de Río Piedras, Marta Álvarez and Sonia C. Balet, will continue as members of the Board of Directors.

Puerto Rico Statistics Institute participates in the hearing of the Natural Resources Committee of the United States House of Representatives

Washington, DC — June 21, 2024. The Puerto Rico Statistics Institute (Institute) participated in the hearing of the Subcommittee on Indigenous and Insular Affairs of the Committee on Natural Resources of the United States House of Representatives. During the hearing, entitled Examining the findings of the Government Accountability Office (GAO) to address data breaches and improve data collection in the territories, the importance of having high-quality statistics for effective democratic governance and the appropriate allocation of government resources was emphasized.

The representative of the Institute at these hearings, Mr. Jacobo Orenstein Cardona, said that the Institute supports the recent GAO report, which recommends “that the Director of the Office of Management and Budget (OMB) ensure that your Chief Statistician develops a coordinated approach at the government level so that federal statistical agencies, in consultation with U.S. territories and other stakeholders, examine the costs, benefits and feasibility of including territories in statistical products and, as appropriate, identify ways to address any data gaps.”

During his presentation, Orenstein-Cardona, who is also the Institute's executive assistant, emphasized that “high-quality statistics are fundamental to a functional democracy because they provide a factual basis for making informed decisions. In a democratic society, the ability of citizens to make educated decisions about their governance and policies is paramount.”

Among other issues, Orenstein-Cardona emphasized that “high-quality statistics help in the allocation of government resources, since they indicate where more investment is needed, whether in education, health, infrastructure or other areas. They also promote a culture of responsibility, where public officials are responsible for their decisions and the results obtained.”

Orenstein-Cardona concluded his presentation by mentioning that, “through collaboration with federal and local governments, the Institute can serve as an intermediary and contribute significantly to the inclusion of Puerto Rico in federal statistical products. This will allow for comparability with other jurisdictions in the United States and will improve the reliability of statistics for the benefit of the entire population of Puerto Rico.”
