AUTHORIZED STATEMENTS BY THE EXECUTIVE DIRECTOR OF THE INSTITUTE OF STATISTICS REGARDING THE FINAL APPROVAL OF P. C. 1403 BY THE LEGISLATIVE ASSEMBLY OF PUERTO RICO

Last night, the Legislative Assembly agreed on the Conference Committee and approved the House Project 1403 after deleting Chapter XII related to the Puerto Rico Institute of Statistics.

We thank and congratulate both the House and the Senate for having completed the approval of the reorganization of the Department of Economic Development and Commerce, after having accepted our recommendation as well as the request of thousands of individuals and scientists, 47 world-renowned scientific organizations, 16 congressmen, the Puerto Rican National Agenda, the Private Sector Coalition, the Transparency Network, the Network of Foundations, the Academy for the Advancement of the Sciences, the American Statistical Association, the Royal Statistical Society, among many others, who publicly called for the Puerto Rico Institute of Statistics to remain an autonomous entity of the Government of Puerto Rico.

We reiterate our best willingness to hold an open dialogue regarding the future of the Institute of Statistics, its role within the Government of Puerto Rico and our society, so that we are allowed to continue working to ensure that the systems for collecting data and statistics, on which public policies are based, are complete, reliable and accessible quickly and universally.

New system improves speed and effectiveness when answering

Questions from citizens about statistical data

In order to automate and improve the speed and effectiveness of the processes for answering citizens' questions on statistical issues, the Statistics Institute of Puerto Rico developed a new version of the system for answering questions. This new procedure allows managers and assistants of the Institute to see in real time the questions sent by citizens and to speed up the way they answer those questions. Through the tool of Google Analytics, the system allows us to know important aspects such as: demographic data, geographical data, if the user used a computer or a cell phone, the browser or Browser used, the company of Internet, among others.

“Using this new system, we will better know how long it took us to answer questions, what topics are most common among citizens and what resources were required to answer them. In addition, the tool makes it possible to generate quality control metrics, allowing the Institute to streamline processes, make better use of time, human resources and, consequently, public funds,” said Dr. Orville M. Disdier, acting executive director of the Puerto Rico Institute of Statistics.

Enrollment period for courses in data production and analysis

Statistics Institute announces enrollment period for the first semester of its training courses in data production and analysis

San Juan, PR, October 12, 2018 — The Puerto Rico Statistics Institute (Institute) announced the beginning of the enrollment period for the first semester of its Academies and Workshops for the 2018-2019 fiscal year, whose purpose is to provide the theoretical basis and best practices on issues related to statistics.

For this first semester, several academies and workshops of interest will be offered, including a course online which is included in the curriculum under Virtual Academy. It is called “Ckan as a data tool” and will take place from October 29 to November 5 for a total of 15 hours. For this purpose, the learning platform will be used Moodle and a link will be provided to access it via the Internet.

In addition, the following workshop will be offered “RStudio: Statistical Tool” at the Pre-Basic, Basic, Basic-Intermediate and Intermediate levels. All have a duration of 3 hours. While this time there will be a wide range of Webinars which includes five 1-hour alternatives to choose from. These are:”Tableau Public: Tool for dynamic data visualization”, “Interactive Tools of the U.S. Census Bureau/Update on work towards the 2020 Census”, “Introduction to Python” at Pre-Basic and Basic levels, as well as “QGIS for visualizing municipal data” at Basic Level.

The Institute's Academies and Workshops will be held starting next October 18 and will run until December 14, 2018. Pre-enrollment must be done through the Institute's Online Enrollment System (SML), which can be accessed through the following Internet address: https://estadisticas.pr.gov/academia. The SML requires the applicant to complete a pre-enrollment form and accept the pre-enrollment rules and terms. After the Institute processes the application, the applicant will be notified, by email, if he was officially accepted and enrolled, if he was placed on the waiting list or, on the contrary, the request was denied.

“We urge all interested parties to pre-register on time to ensure their participation as spaces are limited. It is important to remember that, in order to benefit from our Academies and Workshops, it is necessary to register through our website,” said Dr. Orville M. Disdier Flores, Director of the Institute's Academies and Workshops Program.

The Institute's Academies and Workshops are primarily aimed at government professionals working in statistical functions, but are also available to individuals and professionals from non-profit institutions and the private sector. Only in the latter case would a small tuition charge apply. For government employees, courses are free of charge, and employees of non-profit organizations can request a fee waiver.

The curricular design of these courses, which are offered every semester, takes into consideration the fact that statistical analysis is not an isolated process since it is strongly linked to other activities, such as sample design and data entry management. It is for this reason that the courses cover everything from basic topics to more specialized or advanced topics, to address the challenges in data management that public and private organizations face on a daily basis.

The Puerto Rico Statistics Institute is an autonomous governmental entity responsible for coordinating the Government's statistical production service to ensure that the data collection and statistics systems, on which public policies are based, are complete, reliable, and have quick and universal access. The Institute has in its inventory, accessible through www.estadisticas.pr.gov, over 300 statistical products. In addition, it is a custodian and provides access to over 100 data sets or “data sets” through www.data.pr.gov and to over 40 tables and more than 6 thousand indicators through: www.indicadores.pr.

Statistics Institute Publishes Map on Response to the 2020 Census in Puerto Rico

The geographical visualization allows us to see the progress of the response to the Census in municipalities

San Juan, Puerto Rico, May 1, 2020 — The Puerto Rico Statistics Institute (Institute) reported that they have made available a geographical visualization of the state of self-response to the 2020 Census in the municipalities of Puerto Rico. The visualization shows the different levels of response at the municipal level depending on the questionnaires completed and already received by the Federal Census Bureau. The tool allows you to easily compare the places where the response has been highest or lowest. More importantly, the visualization is updated several times each week, so it serves to monitor the progress of the response to the 2020 Census across Puerto Rico.

The visualization is nourished by self-response data reported periodically in the Federal Census Bureau's main visualization tool. However, since Puerto Rico has a different type of enumeration than other jurisdictions (updating and handing over the questionnaire to every household), the response rate has been different given the COVID-19 scenario. Therefore, at the moment, response values in Puerto Rico cannot be properly differentiated within the categories established in the visualization of the Federal Census. It is for this reason, and in order to be able to compare the progress of the 2020 Census response across Puerto Rico in an appropriate way, that the Institute prepared the geographical visualization available at: censo.estadisticas.pr, which is adjusted based on the values in the municipalities.

At the same time, municipal information of reference and interest was added to this interactive visualization. For example, position compared to other municipalities according to their percentage of self-response, estimated total housing units and percentage of occupied housing. The tool provides motivation, since residents of a municipality with a low response can become aware of this aspect, motivate themselves to do their part and at the same time motivate others to increase the percentage of their respective municipality.

“Field operations are temporarily halted due to the COVID-19 situation. In the case of Puerto Rico, enumerators will continue to deliver questionnaire packages to homes as soon as fieldwork resumes. We call on everyone to respond to the 2020 Census as soon as they receive the invitation. Whether you receive the invitation by post or subsequently by hand delivery to homes, the option to reply via the internet (https://2020census.gov/es.html) allows us to respond safely and quickly,” said Alberto L. Velázquez Estrada, Manager of Statistical Projects.

Census data plays a role in everyday life, as it helps to make decisions about the financing of services and infrastructure in the community, including health care, centers for the elderly, jobs, roads, schools, businesses and political representation. Therefore, they serve as a guide so that communities can obtain the fair funds they need, as well as to support companies to make decisions based on data that encourage the economy. Let's make sure we're all counted!
