The Department of Finance, through the Consumer Tax Bureau, asks the Puerto Rico Police, through communication, to inspect the armories with a renewal date. This request must be filed thirty (30) days before the due date. Gunsmith licenses are subject to approval and certification by the Police, after inspection, of the security measures required in the building where the establishment is located. This includes premises for new armories. In addition, through the Armory Inspection Division, the Police carries out a quarterly inspection in order to confirm that the security measures in those localities are working, in accordance with the provisions of the Weapons Act. This information is forwarded to the Department of Finance.
According to Article 2.08 of Law 404-2000, known as the Puerto Rico Arms Act, no person can engage in the business of gunsmith or dealer in firearms and ammunition, without holding a gunsmith's license issued by the Secretary of the Department of Finance. Such licenses will expire one (1) year from the date of issue and will once again be subject to the formalities and application requirements of this Act.
