To order the Labor, Veterans Affairs and Human Resources Committee of the Senate of Puerto Rico to carry out extensive research in relation to the growth of the migratory phenomenon of Puerto Rican compatriots who move to the United States, representing for the Island a great flight of talent that could contribute significantly to the economic and professional field of Puerto Rico; to identify the factors that have caused the failure of the programs implemented by the past administration to prevent the growth of this migratory phenomenon and the presentation of new strategies to retain on our Island the greatest resource we have, the human resource.

To order the Government Committee of the House of Representatives of Puerto Rico to carry out a comprehensive evaluation of the administrative and organizational functioning of the offices, instruments, boards, departments, public corporations and government agencies, as well as the budgetary management and quality of the services they provide to citizens, with the purpose of identifying alternatives and presenting recommendations that will improve the Puerto Rican government system; and for other related purposes.

To amend Article 3 of Law 209-2003, as amended, known as the Puerto Rico Institute of Statistics Act, and to amend Article 12,001 of Law 78-2011, as amended, known as the Electoral Law of the Commonwealth of Puerto Rico, to exclude the Puerto Rico Statistics Institute from the application of certain provisions of Article 12,001 of Law 78-2011, and from laws from which the Office of Government Ethics is excluded, with the objective of granting the Institute operational autonomy, administrative and fiscal requirements you need to continue to fully carry out your duties and responsibilities, and for other related purposes.
