To amend articles 1.3, 2.2, 2.3 and 2.4 of Law 120-2014, known as the “Incentives Act for the Generation and Retention of Jobs in SMEs”, in order to expand the categories of Eligible Expansion SMEs and Eligible SMEs with Net Operating Losses to those companies that have started operations after January 1, 2014 and to temper the partial reimbursement of salaries to the new state minimum wage established by Law 47-2021; add a new article 2.7 to Law 120-2014, known as the “Incentives Act for the Generation and Retention of Jobs in SMEs”, for the purpose of requiring an Annual Performance Report on the provisions of the Act; to amend Section 12-B of Law No. 72 of June 21, 1956, known as the Puerto Rico Employment Security Act, as amended, to clarify the source of funding for partial wage reimbursement; and for other related purposes.

To create the “Freedom of Knowledge Act”, in order to declare the public nature of any study, the product of research funded with public, state or federal funds for the purpose of expanding the public policy of transparency based on access to public and reliable information and statistics; to guarantee access to the general public to any study resulting from research funded with public, state or federal funds; to establish responsibilities, exceptions, penalties and mandatory procedures and delegate the guarantees of this Act to the Puerto Rico Institute of Statistics.

To add a new Article 20 of Act No. 209-2003, as amended, known as the Puerto Rico Institute of Statistics Act, for the purpose of providing by law the Academies and Workshops Program of the Institute of Statistics of Puerto Rico; establishing a certification system for continuing education as a requirement for occupying and remaining in a position or position, or offering external consulting or advice, with the responsibility of collaborating or collecting data or developing statistical products in the statistical units of governmental bodies; correct a technical error in paragraph (i) of Article 5 of the said Act; renumber subsequent articles; and for other purposes.
