Historic U.S. Census Bureau test begins in Puerto Rico

EXECUTIVE DIRECTOR OF THE PUERTO RICO INSTITUTE OF STATISTICS QUESTIONS PURPOSE OF CONSOLIDATING TO “OUTSOURCE”
The executive director of the Puerto Rico Institute of Statistics, Dr. Mario Marazzi-Santiago, today questioned the purpose of consolidating this public entity, with the sole purpose of outsourcing it later, as proposed in Reorganization Plan No. 1 referring to the Department of Economic Development and Commerce (DDEC) for the Puerto Rico Statistics Institute.
To expedite the proposal to “outsource” the Institute's functions, the Government could simply propose a bill to amend the Institute's Organic Law. Another alternative could be to consider including your outsourcing proposal in an existing legislative vehicle, such as Senate Bill 236 (Open Data Act). But, in this case, it was proposed to merge for the sole purpose of 'externalizing' its functions. It is a proposal that seems strange to us. I don't want to think of it as a mechanism designed to prevent the Legislative Assembly from discharging its function of analyzing and finally approving the reorganizations of entities created by law, such as the Institute.
On January 8, 2018, at a press conference from La Fortaleza, the Secretary of Public Affairs and Public Policy, Lcdo. Ramón Rosario Cortés, presented a proposal to reorganize the DDEC and consolidate several public entities, including the Institute. In the case of the Institute, it is proposed to consolidate it with the DDEC, with the sole purpose of outsourcing its functions, in order to guarantee its “real independence” since, as recognized by Rosario Cortés himself that day, the Institute since its creation, “although it has had independence, it depends on appointments from the Governor, including Executive officials who are part of that Board”.
For his part, Dr. Marazzi-Santiago thanked the recognition that statistical functions must be performed without political interference. “We are ready to study alternative mechanisms that allow the selection of members of the Institute's Board of Directors without the need for the incumbent Government to interfere. Recent experiences with this issue provide compelling evidence to support the desirability of this change in public policy,” said the Executive Director of the Institute.
The Institute was created as a public instrument with so much administrative and fiscal autonomy that it already allows it to operate outside the Government, almost like a private company. As La Fortaleza is already aware, the Institute does not consult its contracts or appointments with La Fortaleza or with the Office of Management and Budget, but rather makes these decisions as in private companies, based on professional and technical criteria that ensure adequate governance of our institution.
Marazzi assured that this governance model has not only proven to be successful, but that the Institute's objectivity and professionalism have been recognized by numerous users of its services and interested individuals, most recently by the Congressional Task Force created under the Puerto Rico Oversight, Management, and Economic Stabilization Act (PROMESA) of 2016, which specifically recommended that the Institute continue to protect its independence.

BOARD OF DIRECTORS OF THE INSTITUTE OF STATISTICS ANNOUNCES THE ELECTION OF ARNALDO CRUZ, CO-FOUNDER OF ABRE PUERTO RICO, AS ITS NEW PRESIDENT
San Juan, PR, August 1, 2018 — The Board of Directors of the Puerto Rico Statistics Institute (Institute) today announced the unanimous election of Arnaldo Cruz, co-founder of Abre Puerto Rico and director of Research and Analysis of Foundation for Puerto Rico, as the new president of the organization.
Cruz was elected at the first meeting of the Institute's Board of Directors held yesterday afternoon and in accordance with the provisions of Section VII of the Institute's Internal Regulations. It establishes that the members who will occupy seats on the Executive Committee, composed of the President, Vice President and Secretary of the Board, will be elected during the first meeting of the Board of Directors at the beginning of each fiscal year and by a majority vote of those present.
“I am grateful for the opportunity given to me to work with an excellent team such as the Institute of Statistics, under the executive direction of Dr. Mario Marazzi-Santiago,” said the new President of the Board of Directors of the Institute, who holds a master's degree in Public Policy from Harris School of Public Policy Studies, from the University of Chicago.
“I accept this great challenge, aware of the great need that our government has to improve the accessibility and quality of its statistics and the enormous fiscal challenges for these purposes. At the Institute of Statistics, we are available to support the Government of Puerto Rico and achieve important goals of common interest, such as the quality of public data and government transparency, in all aspects,” Cruz said.
On the other hand, the position of vice-president of the Board of Directors of the Institute will be occupied by the doctor in Economics, Antonio J. Fernós, who served as president for the past 2 years and the position of secretary by the Lcdo. Alex López, who is currently serving as an advisor to the Puerto Rico Senate.
Meanwhile, Ana L. Dávila, PhD in Demography and professor of the Demography Program at the University of Puerto Rico (UPR), Medical Sciences Campus, Ana L. Dávila and the PhDs in Statistics and professors from the Faculty of Business Administration of the UPR, Recinto de Río Piedras, Marta Álvarez and Sonia C. Balet, will continue as members of the Board of Directors.

The Institute of Statistics develops an initiative to document compliance with the law that makes library services accessible to people with disabilities
March 20, 2019. San Juan, Puerto Rico — The Puerto Rico Statistics Institute (Institute) is carrying out an initiative to ensure that libraries at the University of Puerto Rico, as well as libraries at private universities, post-secondary education institutions and municipalities in Puerto Rico, are complying with Law No. 63, “Act to Establish Inclusive Library Services for Technological Assistance.” This law requires library services to be accessible to people with disabilities through the use of technological equipment.
The initiative, developed by the Institute, in conjunction with the Technological Assistance Program (PRATP), consists of the creation of an electronic questionnaire that each entity or municipality can access to report progress in compliance with the aforementioned law. The Institute is also responsible for data management and the possible publication of related statistics.
“Each library must select a person who is responsible for accessing the platform and providing the data relevant to compliance with Law 63. This process can be completed in approximately 30 minutes. This representative will also serve as a link between his library, the National Library of Puerto Rico, the Puerto Rico Council of Education, the Office of the Ombudsman for Persons with Disabilities of the Commonwealth of Puerto Rico, the Technological Assistance Program and the Puerto Rico Institute of Statistics,” explained Dr. Oville M. Disdier, acting executive director of the Institute.
The new system will facilitate government access to collect, analyze and disseminate data describing how effective the libraries of public universities, private universities, post-secondary education institutions and municipalities in Puerto Rico have been in implementing Law No. 63, which was signed and approved on April 15, 2011.
“We urge all agencies, municipalities and universities, which must comply with this law, to access and complete the questionnaire before March 29,” said Disdier.
